Follow-up Survey of Urban Blind Road Changing into Parking Lot: The construction of barrier-free facilities in Harbin is mixed.

Northeast Network August 22nd (intern reporter Liu Jingyao reporter john young Sun Yingxin) Blind roads and ramps on pedestrian roads, love seats on buses, elevators and handrails in stairwells, voice signal lights at intersections … The barrier-free facilities that can be seen everywhere in the city are always in the nuances, providing help for some specific groups. During the investigation and interview, the reporter found that there are still some problems in the barrier-free facilities in public places in Harbin, some facilities can not serve the purpose of facilitating others, and some places even have no barrier-free facilities.

At the stairs at the entrance of Nangang Bus Terminal in Harbin, a ramp is only an iron plate erected on the stairs. The steep slope is a great "challenge" for people who need to travel in wheelchairs. Inside the passenger station, the reporter found that the ticket window was set on the second floor, while the security check and pit stop needed to be carried out on the first floor. There was no straight ladder in the passenger station, nor was there a special barrier-free ticket window and security check channel.

On the sidewalks near the Lin Qiu business district in Harbin, but only 200 meters away, many blind roads are damaged, or horse gourd appears on the blind road. In the direction of Hongjun Street near Postal Street, the blind brick on the ground has already become blurred. How can a "flat" blind brick guide the blind?

When the reporter visited nangang district Library, he found that colorful blind bricks were stuck on the ground of the lobby on the first floor, and there was a reading room for hearing-impaired people on the first floor, which greatly facilitated the reading of special groups. However, there are still some problems. Although the first floor of the library is equipped with a bathroom dedicated to barrier-free people, when the door is opened, it is found that the toilet is full of sundries, and the words "No use" are stuck on the water tank. The bathroom on the third floor is not dedicated to barrier-free people. In the elevator room on the first floor of the library, there is a barrier-free passage on the right side of the three steps in front of the elevator, but two chains are tied above it.

Compared with the chaotic situation of Nangang Passenger Station, the barrier-free facilities of the newly built North Station of Harbin Station are relatively perfect. The neat and straight blind road at the entrance of the North Square leads directly to the ticket hall, the lower button position inside and outside the barrier-free elevator and the lower window design at the barrier-free ticket window can fully meet the needs of children and groups who need to travel in wheelchairs.

It is understood that China has strict standards for the design and specification of barrier-free facilities in urban roads and public places. However, recently, it was found through a reporter’s visit that there are many problems in barrier-free facilities in public places in Harbin, and "barrier-free facilities" will even cause greater obstacles.

In the work report made by the Seventh Congress of the Provincial Disabled Persons’ Federation, it is pointed out that the province will implement the Regulations on the Construction of Barrier-free Environment and persist in comprehensively promoting the construction of barrier-free environment in urban and rural areas according to law. In particular, we will strengthen the construction of barrier-free facilities in new and rebuilt public infrastructure and residential areas, accelerate the barrier-free transformation of public facilities such as government agencies, public services, public transportation, social welfare and communities, strengthen the construction of information barrier-free, set up barrier-free parking spaces in public parking areas according to regulations, and strengthen the daily maintenance, management and supervision of the use of barrier-free facilities.

Zhao Fenghe, president of the Heilongjiang Association for the Blind, said that barrier-free environment construction is not only related to the disabled, but also to the elderly and children. It can be said that it is related to every corner of every family life. I hope the relevant responsible departments will not regard barrier-free construction as a "weak job". He looks forward to a more humane and warmer barrier-free environment.

Exposing the false "new mortgage policy" rumors have received millions of forwarding readings.

In late August, rumors about "Shanghai will implement a new housing credit policy from September" and "the credit policy will be tightened greatly" were circulated on the Internet. During this period, the Shanghai real estate market shook a lot, and the number of first-hand housing contracts increased all the way. Some media recorded the data of Shanghai Real Estate Trading Center. As of 16: 15 on August 30, 1,470 new houses were sold in Shanghai that day, exceeding about 400 sets at the same time as the previous day, and surpassing 1,000 sets for four consecutive days.

Because of the rumor that the "New Deal on Mortgage in September" stipulated that "after September, buyers who have been divorced for less than one year, the purchase restriction and loan policy should be handled according to the family situation before divorce", and even there was a wave of divorce in Shanghai, and the civil affairs department had to "limit the number".

On August 29th, the Shanghai Municipal Commission of Housing and Urban-Rural Development responded to the "rumor of the new housing credit policy" through the "Shanghai Release", saying that "no such policy has been studied", but the market has not cooled down, and the rumor is still being forwarded and spread at a geometric speed.

After the rumors appeared, the Shanghai police set up a task force to carry out investigations. On the evening of September 8, Shanghai police said that they had arrested seven people suspected of maliciously fabricating and spreading relevant rumors. At the same time, the Shanghai Netcom Office closed five WeChat WeChat official account according to law.

On September 10, the relevant person in charge of the Ministry of Housing and Urban-Rural Development said that such rumors mislead consumers, disrupt market order and have a bad social impact. Many departments in Shanghai have seriously investigated and dealt with it, which is worthy of praise.

Rumors get millions of forwarding readings.

According to the police investigation, at 11 o’clock on August 22nd, Shen, the sales manager of Shanghai Jinfeng Yiju Real Estate Consulting Co., Ltd., posted a message in the employee WeChat exchange group of the company for three consecutive times: "It has been notified that due to the recent high land auction price, the municipal party committee will hold a meeting of various departments next week, and it is planned to adjust the bank loan policy from September. Please urge to handle the loan contract that has not been completed as soon as possible. This time, the credit policy will be tightened greatly." The rumor was spread to the well-known forum "Fence Network" in Shanghai, which caused widespread concern.

On August 24th, Zhao, the district manager of "I love my family" real estate agency, and Zhang, a real estate salesman, also fabricated rumors in the WeChat group: "Urgent notice: I received a notice from the headquarters, and a new purchase restriction policy will be implemented in Shanghai from September 1st. The down payment for the first suite with loan records in China will be raised to 50%, and that for the second suite will be raised to 70%, regardless of local area, commercial and residential buildings, whether the loan is paid off or not, as long as there is loan records in China. Based on the online signing time, buying a house before September 1 is not affected by this policy. Customers who need to buy a house, please tell each other that time is limited. "

On August 24th, Ni Mou, an employee of an IT company in Shanghai, deliberately fabricated a similar rumor to "attract attention" and posted it on the well-known forum "Fence Network" in Shanghai, which was quickly forwarded by a large number of netizens.

These rumors quickly reached millions of readings and quickly fermented in the real estate market.

The rumour maker admitted to fabricating policies for promotion.

Why do these criminal suspects fabricate this information?

It is understood that Shen’s company mainly acts as a primary agent for real estate. According to Shen’s own memory, the annual business volume reached more than 2 billion yuan. Among the projects represented by Shen’s company, there are 145 houses that have paid the deposit or the down payment, but they have not made loans for a long time. Shen said, "You have to sign a loan contract to complete the sales task, otherwise you won’t get a commission." In order to "stimulate" customers to go through the formalities as soon as possible, Shen compiled a "notice of new mortgage policy". After the employee WeChat group released the so-called "notice", Shen asked his 18 salesmen to inform their customers and speed up the signing process.

On August 25th, Shen’s superior — — Yao, the regional director of Shanghai Jinfeng Yiju Real Estate Consulting Co., Ltd., made up the so-called "core content of the New Deal" after learning the above related rumors, and "the first set of houses and loans; Less than one year after the divorce, the content of "implementing the purchase restriction policy according to the family housing situation before the divorce" was "interpreted" and published in many WeChat groups such as the sales group of the real estate company, requiring its salesmen to contact customers quickly, speed up the signing progress and avoid the so-called "New Deal".

As soon as the news came out, it caused buyers to pay close attention. According to the police, before August 31, almost all the 145 houses that had paid the deposit but did not apply for loans had completed the loan contract.

Zhao and Zhang compiled the so-called "new mortgage policy" in the group to "stimulate" customers and "tighten the policy with loans and push hesitant customers".

Real estate agents will be severely punished for rumors

According to the police, after the rumors of the above three versions were distributed in large numbers, they were forwarded by netizens who were concerned about the property market and spread rapidly. After August 25th, a group of WeChat WeChat official account, such as "Directly Attacking Shanghai Property Market" and "Magic Watching the Property Market", spread the above rumors in large quantities, which directly led to consumers’ irrational seizure of houses and disrupted the stable and healthy development of Shanghai real estate market.

Yang Hongxu, deputy dean of Shanghai Yiju Real Estate Research Institute, believes that the spread of rumors in the real estate market mainly comes from two aspects. "On the one hand, it comes from real estate agents. Intermediary companies want to sell houses and force orders. Some people try to force customers to place orders through negative or positive policies; On the other hand, it is related to the irregular release of network information. Some websites or public accounts are eye-catching and exaggerate news, providing channels and platforms for the dissemination of false information. "

In response to this incident, people from the Shanghai Municipal Commission of Housing and Urban-Rural Development said that the information of government departments will be released through official channels such as official website, official media or holding press conferences. I hope citizens will pay attention to official sources and not listen to online rumors. Shanghai police said that cyberspace is not an extra-legal place, and the police will further unite with the network management department to resolutely crack down on rumors and rumors.

The relevant person in charge of the Ministry of Housing and Urban-Rural Development said that since the beginning of this year, the Ministry of Housing and Urban-Rural Development has deployed special rectification activities for real estate agents. Once verified, all real estate agents who fabricate and spread rumors will be blacklisted according to law to clear out the real estate intermediary market; For real estate intermediaries who fabricate and spread rumors and have serious circumstances, once verified, they will all suspend business for rectification according to law. In the next step, the Ministry of Housing and Urban-Rural Development should supervise the typical cases that have been strongly reflected by the masses and have outstanding problems, effectively maintain market order and protect the legitimate rights and interests of consumers.

Early screening of digestive tract cancer mainly depends on it. Gastrointestinal endoscopy should be standard for physical examination.

Among the top 10 malignant tumors in China, the proportion of digestive tract malignant tumors is far ahead. Source: China Cancer Registration Annual Report 2017.

The incidence of digestive tract malignant tumor ranks in the forefront of the incidence of malignant tumor. But many early digestive tract tumors have no symptoms, and the best way to diagnose them is gastrointestinal endoscopy. Experts believe that only the physical examination including gastrointestinal endoscopy is a comprehensive and scientific physical examination.

Our reporter Ma Aiping Intern reporter Yu Ziyue

There is a saying circulating on the Internet: "A physical examination without a gastrointestinal mirror is not called a physical examination!" But when it comes to colonoscopy and gastroscopy, many people will think of unpleasant words such as "nausea" and "pain".

In recent years, many doctors are calling on people to have a regular physical examination of their stomachs and intestines and keep an annual gastrointestinal endoscopy. Recently, Weibo, the official of Beijing Municipal Health and Health Commission, announced the list of 128 medical institutions for gastrointestinal endoscopy in Beijing, and once again stressed that gastrointestinal endoscopy is the "gold standard" for the diagnosis of many gastrointestinal diseases. In addition, in order to reduce the discomfort of inspectors, the inspection mode is constantly upgrading.

Good stomach and intestines can’t be numb.

"Gastric cancer, esophageal cancer, colorectal cancer and other digestive tract malignant tumors occupy cancer ‘ Half the country ’ The incidence rate is increasing. Early digestive tract malignant tumors are often asymptomatic, and the main diagnostic method is gastrointestinal endoscopy. " Jia Shujuan, director of the Department of Gastroenterology, Peking University Shougang Hospital, said in an interview with the Science and Technology Daily reporter.

"Many people feel that they usually have a good gastrointestinal tract and do not need to be examined. But it is very easy to be careless, and it is too late to wait until the digestive tract has symptoms. For tumors, early detection, early diagnosis and early treatment are the main strategies to reduce cancer mortality and improve survival rate. " Ling Huenqiang, chairman of the Digestive Endoscopy Branch of the Chinese Medical Association and director of the Department of Gastroenterology of the General Hospital of the Chinese People’s Liberation Army, said.

Ling Huenqiang introduced that the significance of gastrointestinal endoscopy lies not only in "discovery" and "observation", but also in "resection" and "rooting". Gastrointestinal endoscopy can not only find early gastrointestinal cancer and make patients get timely and effective treatment, but also minimally invasive treatment of adenomatous polyp and other precancerous lesions under endoscope, so as to eliminate intestinal cancer before it sprouts. "Most digestive tract cancers originate from precancerous lesions, and canceration can often take a long time, some of which can last for more than 10 years, which gives us the opportunity to intervene."

Gastrointestinal endoscopy can usually be divided into two types: ordinary and painless. What scares people in life is generally ordinary examinations. Jia Shujuan told reporters that gastroscopy will be anesthetized, but there is a difference between local anesthesia and general anesthesia. Ordinary gastroscope is a gastroscopy after taking local anesthetic, and the patient is awake during the whole process. When the gastroscope enters the esophagus through the pharynx, locally sensitive people may feel nausea and discomfort. General anesthesia is through intravenous injection of anesthetic, which makes people fall asleep. When they wake up, the examination has been completed, and there is no pain or discomfort during the examination.

General colonoscopy generally does not require anesthesia, and there may be some abdominal distension and abdominal pain during the examination. Painless colonoscopy is similar to painless gastroscopy, so "sleep" is enough.

If the examiner is sensitive to the pharynx, has poor tolerance for pain, or pursues a comfortable examination process, he can choose painless examination, but the cost will increase. Among the 128 medical institutions announced in Beijing, 110 medical institutions can simultaneously carry out general gastrointestinal endoscopy and painless gastrointestinal endoscopy.

Ling Huenqiang said that in addition to the traditional intubation gastroscope mentioned above, people have been exploring more comfortable examination modes in recent years. Take the capsule gastroscope as an example. "The patient swallows a capsule with a built-in camera and signal transmission device with water, and the doctor can complete the stomach examination in 15 minutes by accurately controlling the trajectory of the capsule in the stomach."

Routine physical examination of absent ordinary people

Although gastrointestinal endoscopy is very necessary, and there is a breakthrough in the form of examination, at present, the routine physical examination of ordinary people generally does not have this examination item, and only high-end physical examination or some people with requirements will do these examinations.

Why is gastrointestinal endoscopy absent from general physical examination?

Ling Huenqiang pointed out that this kind of inspection operation is complicated, which requires intestinal preparation and disinfection of instruments, and requires related technology and supporting equipment. In addition, invasive endoscopy has certain risks, unlike non-invasive examinations such as B-ultrasound, which are simple, do not need special preparation and have less risk of physical injury. Therefore, there are obstacles from patients, hospitals, physical examination concepts and other aspects, and it has not become a routine physical examination item.

However, in developed countries in Europe and America, Japan and other countries, gastrointestinal endoscopy is a routine physical examination for people over 50 years old. "For example, in Japan, there are very few patients with advanced gastric cancer. The reason is that Japanese national medical examinations generally include gastroscopes as compulsory items. The government has included the gastroscope physical examination project in the protection of relevant laws and regulations, provided it to the public free of charge as a social welfare, and urged it to be completed. Patients with symptoms over 40 years old and asymptomatic people over 50 years old in Japan have regular gastroscopy every year. Gastroscopy has greatly improved the early diagnosis and treatment rate of gastric cancer, so the detection rate of early gastric cancer in Japan is very high, but the mortality rate is very low. " Ling Hu enqiang said.

On the other hand, in China, although many hospitals have advanced endoscopy technology in the world, few citizens can take the initiative to do gastroscopy screening. "In addition to patients who have immediate family members who have had digestive tract cancers such as gastric cancer, in the outpatient clinic, they encounter more ‘ Fear ’ Patients who do gastroscopy. " Ling Hu enqiang said.

"The public’s attention to gastrointestinal endoscopy and reasonable cognition need to be improved, and popular science propaganda is very important." Jia Shujuan added.

Both experts stressed that it is urgent to incorporate digestive endoscopy into physical examination, so that early detection and treatment under endoscope can minimize the physical, mental and economic losses caused by diseases.

High-risk groups should be examined at the age of 40.

  Who needs gastrointestinal endoscopy?

"For people with gastrointestinal discomfort, it is recommended to consider gastrointestinal endoscopy under the guidance of a doctor. Symptoms such as stomach discomfort, upper abdominal pain, lower abdominal pain, acid regurgitation, belching, fullness, etc. It also includes symptoms such as intestinal discomfort, changes in bowel habits, and changes in stool characteristics. " Jia Shujuan said that these symptoms are common in life, and many people think that it is ordinary gastroenteritis and do not pay attention to it. In fact, early gastric cancer may also show similar symptoms, so we must not delay treatment. Patients with "alarm" symptoms such as loss of appetite, anemia and emaciation, and bloody stool, or those who are found to be positive for occult blood in stool by physical examination, should complete gastrointestinal endoscopy as soon as possible, so that the lesions can be found and treated in time.

Although gastrointestinal discomfort makes people feel pain and listlessness, it also reminds and urges people to have corresponding examinations in disguise and find the symptoms as early as possible. Every coin has two sides, and some people, because their bodies have no relevant symptoms of illness, will not send out an "alarm" signal, so it is easy to fall into the whirlpool of "being ill and not knowing it". Such people should also be vigilant and have gastrointestinal endoscopy.

As advocated by Japan and other countries, "people over 50 years old should have a gastrointestinal examination even if they have no symptoms." Jia Shujuan pointed out that if the test results are positive, such as polyps and gastric ulcers, they should be treated in time and reviewed regularly.

Although the causes of most cancers have not been proved, they are usually related to heredity. Therefore, people with a family history of digestive tract tumors should pay special attention. Some experts pointed out that this group of people can advance the age of initial examination to 40 or even 35 years old.

Initial examination is very important, however, it is also essential to review and monitor regularly after the symptoms are found and treated. Jia Shujuan pointed out that once the patient is found to have some precancerous lesions, such as dysplasia under endoscope, it is recommended that the patient be reexamined within one year after treatment, and then the next examination time will be decided according to the reexamination. For patients with relatively complicated or serious illness, the review time can be shortened to 3-mdash; Six months. For another example, especially severe atrophic gastritis should be reviewed once a year.

Experts agree that gastrointestinal endoscopy can’t be avoided, and there is no need to hide. After all, there are many options to choose from in clinic. After the examination, you can feel at ease without illness, and you can find and treat problems early. No matter what the result is, it is the optimal solution of health management.

Tencent Party Secretary talks about involution: The drooping fruit has been picked, so we should ask for new kinetic energy from science and technology.

"There is a hot word called’ involution’ this year. This structural anthropology term quickly became popular after it was out of the circle. Public opinion believes that this reflects a sense of anxiety that swept the contemporary society."

On November 24th, Guo Kaitian, Party Secretary and Senior Vice President of Tencent, shared his views on the phenomenon of "involution" with the theme of "Youth in the Digital Age" at the world internet conference Sub-forum "Youth and Digital Future" held in Wuzhen, Zhejiang.

At the Youth and Digital Future Forum, Guo Kaitian, Senior Vice President of Tencent, gave a speech. Xinhuanet

He believes that the source of anxiety is that the marginal effect of the new economy on social development is decreasing. In the past, the new economy brought people a great sense of gain, because it created long-term inclusive growth through high technology. However, as the "drooping fruits" on the science and technology trees were gradually picked, the development of information technology and the Internet itself entered a "narrow path", and the kinetic energy provided for social progress was also decreasing.

"To alleviate this anxiety and find new kinetic energy for social development, we should continue to ask for methods from science and technology." Guo Kaitian believes that "we should’ upgrade upwards’, pay attention to’ hanging fruits’, see the prospect of new technology transforming traditional fields such as medical care and education, see the future of deep integration of the Internet and traditional industries, and create a digital dividend that takes root in social fabric and benefits more people."

In this process, Guo Kaitian said that Tencent hopes to be a "ladder" for young people to pick scientific and technological fruits and provide upward assistance in the process of picking scientific and technological fruits.

Guo Kaitian introduced that Tencent is relying on technology accumulation in artificial intelligence, cutting-edge algorithms and big data to provide support for young research teams in the fields of drug screening in Covid-19, structural prediction in protein and quantum computing, so as to speed up the research process. The "Science Exploration Award" initiated by Ma Huateng, the founder of Tencent, has funded 100 young scientists in the past two years to encourage young scientific and technological talents to explore the "no man’s land" of basic science and cutting-edge technology.

The following is the content of Guo Kaitian’s speech:

As "digital aborigines", contemporary youth who were born and grew up on the Internet are becoming the mainstay of the digital age. According to the statistics of China Internet Network Information Center, by June this year, the number of netizens in China had reached 940 million, among which the total proportion of netizens aged 20 to 39 exceeded 40%, which was higher than other age groups.

During the COVID-19 epidemic this year, these young people used their innate digital literacy and proficiency in Internet tools to provide solid support for the anti-epidemic work; In the post-epidemic era, they actively participated in economic recovery through new technologies and new formats. We see that young people are not only consumers in the digital age, but also builders of the digital future.

In the process of their growth, the internet is the main entrance to the digital world, which provides young people with the possibility of connecting everything and transforming the future; Major Internet companies, including Tencent, help young people grow by creating digital platforms and tools. The accelerated arrival of the digital age has created a vast space for young people to work hard. We are also thinking about how to make the Internet a better connector for young people to build a digital future in the new environment and help more promising young people create a better future. Today, I want to share some thoughts on this issue.

To be a good connector between youth and the future, the first thing is to be a "ladder" for young people to pick the fruits of science and technology. This year, there is a hot word called "involution", a structural anthropology term that quickly became popular after it came out of the circle. Public opinion believes that there is a sense of anxiety sweeping the contemporary society behind it.

Where does this anxiety come from? The reasons are complicated, but I think the most important point is that the marginal effect of the new economy supported by this generation of cutting-edge science and technology on social development is decreasing. The reason why our new economy can bring people a great sense of gain is precisely because it has created long-term inclusive growth through high technology. However, as the "drooping fruit" on the science and technology tree is gradually picked, the development of information technology and Internet has entered a "narrow path", and the kinetic energy provided for social progress is also decreasing.

To alleviate this anxiety and find new kinetic energy for social development, we should continue to ask for methods from science and technology. We should "upgrade upwards", pay attention to "hanging fruits", see the prospect of new technology transforming traditional fields such as medical care and education, see the future of deep integration of the Internet and traditional industries, and create digital dividends that take root in social fabric and benefit more people.

Tencent has always believed that more and more innovations in the future will come from "technological breakthroughs seeking products to land". As early as 2018, Mr. Ma Huateng discussed with netizens which breakthroughs in basic disciplines will affect the Internet technology industry in the next decade. Similarly, we also believe that the Internet in the digital age will allow more people to enjoy the dividend of scientific and technological breakthroughs, which is the "initial heart" of Tencent’s investment in basic science for many years.

The youth is in the most creative stage of life, is a vital promoter of scientific research, but also the creator of the digital future. So what can the Internet do? In my opinion, the role we should play is like a "ladder" to help young talents jump higher and provide upward assistance in the process of harvesting scientific and technological fruits.

At present, Tencent is relying on the accumulation of technologies in artificial intelligence, cutting-edge algorithms and big data to provide support for young research teams in the fields of Covid-19 drug screening, protein structure prediction and quantum computing, so as to speed up the research process. In addition, not long ago, we held the second "Scientific Exploration Award" awarding ceremony, which is a public welfare project led by scientists and has funded 100 outstanding young scientists in the past two years. The starting point of setting up this award is to explore the long-term mechanism of social forces investing in basic scientific research, encourage young scientific and technological talents to explore the "no man’s land" of basic science and cutting-edge technology, support them to explore freely and enjoy it, and make science and technology more independent, self-reliant and self-reliant.

In the future, on the road of young scientists’ free exploration, we will continue to build a "ladder"; At the same time, as Mr. Ma Huateng said, Tencent will also strive to make science fashionable and innovation the pursuit of youth.

The second is to be a "magnet" for young people to embrace traditional culture. Never forget history to open up the future, and be good at inheritance to be good at innovation. Developing through inheritance and inheriting through development are the requirements of the state for society and youth. What we need to inherit is excellent traditional culture, and it is also the most important pillar of our cultural self-confidence. In the combination of development and inheritance, it is the responsibility of young people to embody and continue excellent cultural genes more.

Last year, we conducted a survey and found that nearly 90% of young people are interested in traditional culture, which shows that we have a good foundation in establishing the connection between young people and tradition. The survey also shows that 80% of young people use the Internet as a channel to understand traditional culture, which also shows us that the Internet has the ability to provide attraction between young people and traditional culture like a "magnet". In the digital age, using digital advantages, the Internet platform has unique advantages in helping young people understand and share traditional culture.

Today’s tradition is the trend of the past. What Tencent wants to do is to re-stimulate the popular factors in tradition in a digital way and attract more young people to become "volunteers" to spread traditional culture.

To this end, we also try to move China culture and the stories behind it to the Internet, and use digitalization to facilitate the spread of traditional culture. Not long ago, the digital video work "The Grand Canal Through Time and Space" produced by Tencent was unveiled at the China International Fair for Trade in Services in 2020. Users can listen to stories, see details and learn history on small programs. Through modeling and analysis, we find that the innovation and convenience brought by the form of "frolicking with the tide" by the combination of numbers and traditions have been affirmed by young users, and this group has spontaneously moved closer to traditional culture.

We are also fully involved in creating a new model of "Chinese civilization in internet plus" and making traditional culture younger by digitalization. Now, we have launched the "Digital Silk Road" project with Dunhuang Research Institute. While using cutting-edge technologies such as AI to digitally protect Dunhuang cultural relics, we also seek the "greatest common denominator" between tradition and youth through animation dramas that young people love and enjoy, so as to enhance each other’s "gravity" and make young people more interested and willing to understand and share traditional culture. This blend of technology and culture also appears in our cooperation with IP of famous cultures such as the Forbidden City, the Qin Tombs and the Great Wall.

Finally, it is a "window" for young people to broaden their horizons. Young people facing the future need a broader vision. Over the years, economic globalization has been full of twists and turns, and the epidemic situation has made this particularly prominent; But looking around the world, we still see many forces pushing the arrival of a new cycle of globalization. Therefore, under the development pattern of "double circulation" at home and abroad, grasping the opportunities brought by globalization with a global perspective is an important quality for young people to grow up and grasp the future.

On the one hand, in the past decade, major Internet companies have been "translators" of culture, translating and decoding high-quality content of different cultures, so that multiculturalism can reach young people and open a window for them to understand the world.

On the other hand, Tencent is doing something different, that is, actively building a window for China youth to talk with the world, so that the world can also see the wisdom of young people in China through this window. In August this year, Tencent joined hands with the United Nations to hold the "Youth Union Parliament 2020", which is one of the series of activities of the United Nations "China Youth Dialogue World". It gives young people in China the opportunity to participate in solving global problems such as environmental protection and poverty alleviation on the global stage. During the preparation of the event, 700,000 young people from China participated in the application and submitted more than 10,000 proposals. We are very happy to see that holding such activities has provided China youth with an opportunity to communicate with the world, and has also effectively inspired young people to understand and help the world in practice.

The digital age creates infinite possibilities. In the process of change, the YMCA will usher in more glory and dreams. Tencent will continue to be a "ladder", "magnet" and "window" and become a connector between youth and the digital future. At the same time, in the face of the challenges brought by the digital age, Tencent will continue to exert its efforts in the fields of youth protection and digital dividend, so that more young people in China can embrace the future with a calm attitude.

Supreme Law: When the corporate governance mechanism is destroyed, the judiciary should intervene.

BEIJING, August 28 (Xinhua) Du Wanhua, a full-time member of the Judicial Committee of the Supreme People’s Court, said today that the fourth judicial interpretation of the company law is not only a clear protection of shareholders’ rights, but also a corporate governance mechanism. The internal autonomy of the company, the judiciary can not intervene, including public power can not intervene; When the corporate governance mechanism is destroyed, the judiciary should intervene. For example, profit distribution, how much and how to divide it, is a problem of corporate autonomy, but if there is no division or deliberate division, which harms the interests of shareholders, the judiciary will intervene.

China News Service reporter Cice Li photo

On the morning of 28th, the Supreme People’s Court held a press conference, released the Provisions of the Supreme People’s Court on the Application of Certain Issues (IV) and answered questions from reporters.

A reporter asked: The core content of the Judicial Interpretation issued this time is to standardize corporate governance. What kind of significant impact will this Interpretation have on the legalization process of corporate governance after its implementation?

Du Wanhua said that the fourth judicial interpretation of the Company Law starts with the protection of shareholders’ rights. But it is not only the protection of shareholders’ rights, but also the corporate governance mechanism.

In fact, in accordance with the company law, including the General Principles of Civil Law promulgated in March this year, in the part of profit-making legal person, the company and the organization of its modern enterprise are specifically stipulated. Strictly speaking, the company law itself is an organization law. This organic law stipulates three major institutions, the first is that the authority is the shareholders’ meeting, and the second is that the executive body is mainly the board of directors and other senior managers. The third is the board of supervisors, some of which have no board of supervisors but only supervisors, but even a single supervisor appears in the name of a supervisory body.

The establishment of these three institutions constitutes the basic framework of modern enterprise system, and the current companies and the General Principles of Civil Law stipulate their responsibilities, rights and operations. If this regulation is strictly implemented, our modern enterprise system can be established.

But in real life, as I said when I answered the first question just now, there are 28 million enterprises in China, and only a few of them have been fully implemented according to the company system. This Judicial Interpretation starts with shareholders’ rights. At the beginning, it not only clearly protects shareholders’ rights in accordance with the provisions of the law, but also pays considerable attention to balancing the relationship between shareholders, shareholders and directors, including shareholders’ meeting and board of directors, and shareholders and the company. Shareholders’ rights should be safeguarded, but so should the company’s rights. Shareholders’ rights cannot be absolute, and the company’s rights cannot be absolute, so it should be protected according to the law.

He said that He Xiaorong, the president of the Supreme People’s Court, also talked about the balance of rights. In five aspects, such as resolution, legal right to know, profit distribution right, shareholders’ preemptive right and shareholders’ representative litigation, these aspects are all balancing the relationship between the two aspects. For example, shareholders’ right to know, some of which can be raised by shareholders, some of which need to be restricted, and if there are improper purposes, restrictions should be imposed.

Shareholder’s representative lawsuit does not mean that shareholders can sue at any time. If shareholders think that this interest is damaged, they must first request the board of directors and the board of supervisors to file a lawsuit. If the board of directors and the board of supervisors do not file a lawsuit, you can file a shareholder’s representative lawsuit, which has rights restrictions. Even if the shareholder wins the lawsuit on behalf of the lawsuit, this interest belongs to the company, not to yourself. Through these to illustrate a point, corporate governance structure is very important.

Du Wanhua emphasized that the purpose of judicial interpretation should not only clarify the operation of these major structures, but also clarify a viewpoint, that is, the relationship between corporate autonomy and judicial intervention.

In fact, the company law, including the relevant provisions of the General Principles of Civil Law, stipulates the principle of company autonomy, and the autonomous justice within the company cannot be involved, including public power. For example, how a company makes a decision, and the substantive content of making a decision cannot be intervened by the judiciary. If it is justified, how much of this money is used to distribute profits and how much is used as the development fund of future enterprises, which is the scope of family autonomy. Justice can’t get involved.

Under what circumstances does the judiciary intervene? When the corporate governance mechanism has been destroyed, the operation of this mechanism has been abnormal, and in this case, the judiciary should intervene.

The five aspects mentioned just now, such as making a resolution, the substantive content of the resolution is ignored by the judiciary in principle, but the procedure should be managed. The procedure of convening and the number of people voting do not conform to the law and the company’s articles of association. If not, it is up to you, but what is specifically done is within the scope of autonomy.

The right to know is also true. Under what circumstances, we only make some provisions on what shareholders should know and make some adjustments to the right to claim. The same is true of profit distribution. How much and how to divide it is a matter of people’s autonomy. However, if there is no division and deliberate division, which harms the interests of shareholders, we will take care of it and intervene in the judiciary.

The same is true of shareholder representative litigation. Here, we must make clear the autonomy of the company and judicial intervention, when the judicial intervention, and when the corporate governance mechanism is destroyed, and there is no way to repair itself, or even a corporate deadlock, so that the judiciary can intervene and restore its mechanism.

Du Wanhua finally said, of course, in the process of restoring the mechanism, it is necessary to balance the relationship between the various stakeholders within the company. In any case, we must grasp one point, and look at the problem from the viewpoint of materialist dialectics. No one’s rights are absolute, and no one’s freedom has boundaries and scope.

Tang Yanmin, member of the Party Group and Deputy Director of the Provincial Department of Transportation

Ladies and gentlemen, friends from the media,

Good afternoon everyone! First of all, I would like to thank my friends in the news media for their concern for Spring Festival travel rush’s work and their support for transportation. Spring Festival travel rush in 2024 will last for 40 days from today to March 5th. This year is the first normalized Spring Festival travel rush after the smooth transition of the epidemic and holiday adjustment. The provincial party committee and government attach great importance to it, and the people generally pay attention to it. I came to attend today’s press conference with responsible comrades from provincial units and enterprises. Later, we will also exchange views on issues that journalists and friends care about. First, let me introduce the overall situation of Spring Festival travel rush’s work in 2024.

First, the situation facing Spring Festival travel rush’s work

According to the national forecast, the cross-regional mobility of the whole society will reach a record high, with about 9 billion people traveling, visiting relatives and relaxing in 40 days, and Spring Festival travel rush has undergone structural changes, and self-driving will become the main mode of travel. Henan is located in the Central Plains, connecting the east with the west, connecting the south with the north, and there are many transit vehicles. Spring Festival travel rush is under multiple pressures, such as a substantial increase in passenger flow, a heavy task of ensuring smooth logistics and a grim situation of safe production, and undertakes the important task of ensuring smooth transportation throughout the country with Henan. It is predicted that the number of people traveling in Spring Festival travel rush will exceed 640 million, a record high. On February 17th (the eighth day of the first month), the expressway exit flow will exceed 2.9 million, reaching the peak. Through research, this year’s Spring Festival travel rush in our province has the following five characteristics:

First, cross-regional personnel mobility has increased. Combined with the characteristics of this year’s holiday, the student flow, tourism flow, work flow and family visit flow are relatively staggered before the holiday and superimposed after the holiday; Our province is a big province for migrant workers, with 12.36 million migrant workers, and the transportation service guarantee task is more arduous.

Second, the proportion of self-driving travel will reach a new high. With the structural changes in public travel habits and the increase in the free time of expressways during the Spring Festival holiday, it is estimated that the expressway export flow will be 74 million vehicles, up 2.8% year-on-year, and the self-driving travel will reach a record high. It is estimated that the proportion of self-driving travel will reach more than 90%, exceeding the national average by 10 percentage points, and the operating pressure of highways and service areas will be greater.

Third, there is a strong demand for tourism. Combined with the increasing publicity of cultural tourism in our province, the popularity of tourism in key areas is high, and the incentive effect of the subsidy policy for tourist charter and charter flights in the first quarter is superimposed, the number of tourist charter flights coming to Henan will increase, making it more difficult to guarantee traffic.

Fourth, the rainy and snowy weather has increased. According to the forecast of the meteorological department, during the period of Spring Festival travel rush, there are many rain and snow processes in our province, and it is easy to produce low visibility weather such as fog, which will adversely affect the safety work in Spring Festival travel rush.

Fifth, the pressure to ensure smooth communication is greater. During the period of Spring Festival travel rush, there was a strong demand for energy, people’s livelihood, spring ploughing and other materials, so it was under great pressure to make overall plans for public travel services and transportation of key materials.

Thank you, Director Tang, for your detailed release! Next, please ask reporters and friends to ask questions about the issues concerned in this conference. Please also inform the news organizations you represent before asking questions.

  China news service reporter

This year, the passenger flow of Spring Festival travel rush, such as visiting relatives, working, students, traveling, etc., is superimposed, and the passenger traffic should increase significantly year-on-year. I would like to ask the Department of Transportation as the lead unit for Spring Festival travel rush’s work this year. What changes have taken on the whole, and what measures will we take to ensure the work in Spring Festival travel rush this year? Thank you.

Tang Yanmin, member of the Party Group and Deputy Director of the Provincial Department of Transportation

Thank you for your question. This year, Spring Festival travel rush is the first Spring Festival travel rush where people’s willingness to travel has been fully released after the epidemic prevention and control has turned smoothly. Facing the new changes such as long Spring Festival holiday, large passenger flow and high proportion of self-driving travel this year, the Provincial Department of Transportation has taken the lead in the work of Spring Festival travel rush in the province according to the work arrangement of the provincial government, which is of great responsibility. We cooperated with all the members of the Spring Festival travel rush Work Class to take the initiative to shoulder the responsibility and strengthen cross-regional and cross-departmental coordination around the theme of "Seeing the journey smoothly in the Central Plains" to meet the "big exam" in Spring Festival travel rush. Focusing on the increase of people flow, logistics and passenger flow, we mainly achieve "four guarantees":

The first is to ensure the stability and order of Spring Festival travel rush. Carry out comprehensive maintenance of vehicles, boats and other means of transport put into Spring Festival travel rush to ensure that they are in good condition; Conduct training for service support personnel such as drivers and passengers, crew members and station attendants who have invested in Spring Festival travel rush, improve service awareness and emergency response capabilities, and ensure that passengers are escorted in the best condition; Investigate and rectify hidden dangers of roads, bridges, tunnels and stations to ensure safety and smoothness. Put the protection of passengers’ rights and interests in the first place, and severely crack down on illegal acts such as smuggling passengers, dumping passengers, price hikes, overloading and fatigue driving, so as to ensure the people’s peace of mind when traveling.

The second is to ensure the safe and smooth road network. Check the facilities and equipment of expressway toll stations in advance, and reasonably set the proportion of ETC and artificial lanes to ensure the normal operation of all toll lanes. During the period of Spring Festival travel rush, except for the emergency maintenance to ensure the safe operation of the highway, maintenance construction will not be arranged for the important guarantee routes in principle. Use 11,000 monitoring points of the highway to conduct video inspections, and timely release reminder information for congested sections, toll stations and service areas. In case of rain, snow and freezing weather, snow removal and ice melting equipment should be preset in advance, and then it will be cleared and cleared. In case of traffic accidents and other emergencies, the emergency plan should be launched in time, and the work of rushing to ensure traffic, diverting vehicles and evacuating people should be properly done to prevent secondary disasters and large-scale passenger detention to the maximum extent.

The third is to ensure the convenience of group travel. Guide city buses, subways and taxis to strengthen information sharing and transfer connection with railways and civil aviation, and provide sufficient customized passenger transport, tourist chartered cars and car rental capacity in combination with family visits, work flows, tourist flows, students’ departure time and route characteristics. Strict implementation of the Spring Festival holiday on February 9 (New Year’s Eve) from 00: 00 to February 17 (the eighth day of the first month) at 24: 00 high-speed free passage policy for small passenger cars, for self-driving travel groups, increase the supply of charging facilities and equipment in the service area, and reserve mobile emergency charging equipment and mobile toilets in the service area with large traffic. Provide door-to-door ticket sales, chartered transportation and direct transportation services for migrant workers and students with concentrated demand in conjunction with people’s society and education departments; Optimize the transportation organization to meet the travel needs of rural people such as going to the market, visiting relatives, and ploughing in spring; Cooperate with the cultural tourism department to organize and dispatch the transportation capacity to and from the scenic spot to facilitate the masses’ travel.

The fourth is to ensure warm service and warm heart. Organize volunteers to provide ticket purchase assistance, baggage handling, barrier-free access and other services to key groups such as the elderly, the sick, the disabled and the pregnant. We will strengthen the maintenance of facilities in 539 service areas, parking areas and service stations, so that travelers can have hot meals, hot water to drink, toilets to use and facilities for heating, and ensure adequate supply of goods, reasonable prices and qualified food safety. We will continue to provide truck drivers with a 20% discount buffet and cost shower and laundry service in the expressway service area of the province to ensure free use of WIFI, free charging of mobile phones, convenient maintenance and the same price, and safe parking of vehicles. From February 9 (New Year’s Eve) to February 17 (eighth day) and February 24 (Lantern Festival), the expressway service area with auto repair service function in our province provides free inflation and electricity service for all vehicles.

During their stay in Spring Festival travel rush, people who encounter traffic jams, difficult problems or have good suggestions can call the "12328" service supervision hotline, and we will try our best to be "responsive and responsive". Here, I would like to give you three warm tips: First, pay attention to road conditions and weather information in advance, and reasonably choose travel time and travel route. Second, consciously resist overcrowding, overloading, illegal operations and other acts. When taking buses and high-speed ships, you must fasten your seat belts and strengthen your own safety protection. Third, no speeding, no fatigue driving, no drunk driving, and no "fighting car". I hope that the whole society will work together to make the road home safer, the journey of traveling more convenient and the experience of traveling more warm. Thank you.

During the period of Spring Festival travel rush, the passenger traffic and traffic volume increased, and the transportation task was heavy. Excuse me, in view of the situation in Spring Festival travel rush this year, what measures will the public security traffic police department take to ensure road traffic safety? Thank you.

? .jpg

Zhou Benzheng, Chief of Traffic Police Corps of Provincial Public Security Department

Thank you for your question. In Spring Festival travel rush this year, people have a strong desire to travel, the scale of personnel mobility will reach a new high, the proportion of self-driving travel structure will become more prominent, the highway traffic is high, passenger and cargo transportation is busy, and bad weather is frequent. In view of the new situation in Spring Festival travel rush this year, the Provincial Public Security Department attaches great importance to doing a good job in traffic management in Spring Festival travel rush as a powerful starting point for defending political security and maintaining social stability, as the current central task, as the first battle of the new year, and mobilizing all the civilian auxiliary police to resolutely fight the "five tough battles" with high morale, full enthusiasm and good state. The first is to lay a good job of "actively planning wars." On the basis of summing up the work experience in Spring Festival travel rush in the past, combined with the actual situation this year, the Provincial Public Security Department issued a plan, set up a special class, defined responsibilities, set up a supervision team, and held a meeting, deployment meeting and interview meeting. In the future, it will further improve the implementation of various measures to ensure safety, smooth flow and service. The second is to fight a "hidden danger encirclement and suppression battle." Organize local joint transportation departments to carry out a centralized inspection of passenger and freight enterprises, a comprehensive investigation of passenger and freight vehicles, a safety education for passenger and freight drivers, and a field inspection of hidden danger sections, and resolutely prevent "hidden danger personnel" from driving and "sick vehicles" from going on the road. At present, 504 hidden road sections prone to congestion have been investigated, and diversion, diversion and bypass schemes have been formulated one by one. The third is to fight the "illegal annihilation war." All 103 traffic police law enforcement stations in the province have been started, and comprehensive measures such as fixed-point duty, inspection and law enforcement, investigation and control have been taken.Strictly investigate serious traffic violations such as drunk driving, fatigue driving, and illegal occupation of emergency lanes by expressways. The fourth is to lay a good "three-dimensional synthesis battle." In view of the factors that may affect the smoothness of the road, the judgment will be made three days in advance, the strength will be preset two days in advance, and the deployment will be put in place one day in advance. On the expressway, the joint logistics mode of road police with patrol cars, wreckers and traffic police, road administration, wreckers and other departments is implemented, so as to respond at any time, deal with it quickly and recover in time. The fifth is to fight the "propaganda service battle". Traffic safety, publicity is half. In-depth development of the "Safe Spring Festival travel rush Traffic Police Peer" activities, through navigation, information boards, broadcasting and other means, released in advance "two announcements and one reminder", and made every effort to ensure all kinds of services.

Dear friends in the media, the provincial public security traffic control department will go all out to protect the safe, smooth and warm Spring Festival travel rush Road, and resolutely ensure a stable road traffic safety situation in Spring Festival travel rush. I would like to take this opportunity to sincerely thank all friends in the media for their long-term concern, understanding and support for the Henan Public Security Traffic Police. I hope that you will continue to publicize, report and promote the Henan Public Security Traffic Police. Let’s make concerted efforts to promote traffic safety in Spring Festival travel rush. Thank you!

This year, we are also concerned that the inter-provincial tourism market is very hot. What are the new features of the tourism industry in our province during Spring Festival travel rush, and what measures will the cultural and tourism departments take in response to these new features? Thank you.

? .jpg

Shi Dongpo, Second Inspector of Provincial Department of Culture and Tourism

Thank this media friend for his concern about Henan culture and tourism development. During the Spring Festival, the cultural tourism market in our province will enter the peak season, showing a good trend of both supply and demand.

From the supply side, the province’s cultural tourism system will plan special cultural tourism activities and boutique tourism routes around the traditional culture of the Spring Festival, launch high-quality cultural tourism products and measures to benefit enterprises and people, distribute cultural tourism coupons, organize scenic spots to reduce or exempt tickets, and hold colorful mass cultural activities such as lantern festivals, temple fairs and gardens. These measures will effectively stimulate the cultural tourism needs and enthusiasm of tourists.

From the demand side, Spring Festival travel rush coincides with students’ winter vacation, and people take advantage of the rare holidays to travel with their families. Go on road trip and free travel are the main modes of tourists’ travel, and family visits, leisure tours and hot spring tours have become hot spots. According to relevant data, the booking volume of popular tourist cities such as Zhengzhou, Kaifeng and Luoyang increased sharply during the Spring Festival compared with the same period of last year, and the market demand was very strong.

Faced with these new features, in order to prosper the Spring Festival cultural tourism market and enrich the spiritual and cultural life of the people, the cultural tourism department of our province has taken a series of effective measures.

The first is to optimize product supply. Around the theme of traditional culture, theme lantern festival, folk market, immersive performing arts, etc., the provincial cultural and tourism departments jointly launched the theme activity of "Spring in the Central Plains and Hometown Henan", and the five main venues of Zhoukou, Sanmenxia, Nanyang, Hebi and Zhengzhou were linked together; The province will also organize more than 45,000 public cultural activities, such as Kaifeng planning to launch the "Year of China in the Great Song Dynasty", Luoyang arranging 33 activities in six major sections with the theme of "Crossing the Year of Luoyang in the Prosperous Tang Dynasty", and Jiaozuo launching ten 100-series cultural tourism activities such as "Spring in the Central Plains and Jiaozuo celebrating the New Year", so as to let more tourists "walk in Henan" with a sincere feast of.

The second is to introduce preferential policies. Organize more than 100 scenic spots in the province to introduce preferential measures such as ticket reduction, discount, etc. to the people of the whole country. For example, the state-owned scenic spots in Zhoukou, Sanmenxia, Nanyang, Hebi and Zhengzhou have introduced the policy of free tickets, and Jiaozuo, Luoyang, Jiyuan and Jincheng, Jinzhong, Changzhi and other cities in Shanxi Province have jointly introduced the preferential policies of free tickets for tourist attractions. In addition, more than 260 tourist hotels in the province launched more than 500 preferential measures.

The third is to improve service quality. Strengthen the training and management of tourism professionals, and strive to improve their service awareness and quality. Establish and improve the tourism service supervision mechanism, strengthen the supervision and inspection of the cultural tourism market, implement the 24-hour duty system, unblock the channels for tourists’ complaints, ensure that everything is echoed and everything is implemented, earnestly safeguard the legitimate rights and interests of consumers, and ensure that tourists can swim in Henan with confidence, comfort and happiness.

The fourth is to strengthen safety management. During the Spring Festival, the contradiction between the large flow of tourists and the limited reception capacity of popular scenic spots is more prominent. Our cultural tourism department will scientifically judge the risks, formulate response plans and implement preventive measures. Strengthen coordination and cooperation with transportation, emergency departments and other departments, supervise cultural and cultural units and tourist attractions in the province to investigate potential risks, and resolutely stop operation and use if they fail to meet safety standards and requirements.

Here, we sincerely invite tourists to visit Henan, enjoy the mountains and rivers, taste the culture and taste at the end of the year! Thank you!

Spring Festival travel rush train tickets have been put on sale on January 12th. What are the characteristics of passenger flow in Spring Festival travel rush this year? What preparations has the railway department made for the upcoming peak passenger flow in Spring Festival travel rush? Thank you.

? .jpg

Gan Qingjiang, Deputy Director of Passenger Transport Department of Zhengzhou Bureau Group Company of China Railway

Thank you for your question. First of all, I would like to introduce the passenger flow forecast and characteristics of Spring Festival travel rush in 2024. This year, Spring Festival travel rush expects that the group company will send 18.188 million passengers, up by 13.1% compared with 2023, including 8.798 million through passengers, up by 12%, and 9.39 million in-line passengers, up by 14.2%. It is estimated that the first peak of Spring Festival travel rush will be ushered in on the 23rd day of the twelfth lunar month (February 2nd) before the festival, and it is estimated that 391,000 passengers will be sent. From February 12th after the festival, the daily passenger flow will basically maintain a high level, and the first peak day after the festival will be ushered in on February 17th, the eighth day of the first lunar month, and it is estimated that 704,000 passengers will be sent. After the fifteenth day of the first month, the peak of students’ return passenger flow will be ushered in on February 25th, the 16th day of the first month of the lunar calendar, and it is estimated that 716,000 passengers will be sent.

In view of the peak passenger flow during Spring Festival travel rush, the railway department will take the following four measures to ensure the service in Spring Festival travel rush.

The first is to expand the transportation capacity to meet the passenger demand. In Spring Festival travel rush in 2024, Zhengzhou Bureau Group Company considered the possible impact of freezing rain and snow disasters, planned ahead of time, and determined the passenger train capacity with good plans in accordance with the principle of "adequate arrangement, on-demand start-up, quick response and emergency preparedness". A total of 127 pairs of passengers were added (including 82 pairs of high-speed rail and 45 pairs of ordinary speed), an increase of 23.3% compared with 2023.

The second is to strengthen management to ensure the security of Spring Festival travel rush. First, strengthen equipment quality management. Before the start of Spring Festival travel rush, all units of the Group Company organized their efforts to focus on the major inspection and rectification activities. Strengthen the real-time monitoring of the status of main driving equipment, and strengthen the daily maintenance in a targeted manner to ensure the stability of the equipment. The second is to ensure the safety of passengers. Comprehensively optimize the streamline of passengers entering the station, waiting, checking in, boarding, boarding and leaving the station, pay close attention to the passenger organization of elevators and escalators and the management of bus doors, strengthen passenger guidance in crowded places such as ticket offices, entrance and exit stations and waiting rooms, and implement anti-skid safety protection measures in rain and snow to ensure the safety of passengers boarding and disembarking. The third is to do emergency treatment. Before the start of Spring Festival travel rush, the Group Company carried out a comprehensive inspection of the preparations for the severe weather such as freezing rain, snow and ice, and at the same time further improved the emergency plan for refining the severe weather, equipment failure, sudden passenger flow and train delay.

The third item is to take multiple measures to facilitate passengers’ travel. The first is to improve the ticketing organization. Set up a reasonable ticketing organization strategy, formulate a ticketing organization plan, and ensure the orderly development of ticketing work in Spring Festival travel rush. According to the peak period and key direction of students and migrant workers, we will make overall arrangements for the number of tickets to ensure the demand for tickets for migrant workers and student groups in Spring Festival travel rush. The second is to do a good job in the basic service of the general-speed station car and create a good waiting environment for passengers. The third is to strengthen food safety management. Strictly implement the health supervision responsibility guarantee system, and focus on food safety supervision and inspection of food labeling, online ordering, specialty reservation and high-speed train lunch to ensure food safety. The fourth is to do a good job in differentiated services for passengers. Set up special passages and waiting areas for business seats. In accordance with the provisions, set up a military priority ticket window and a military waiting room (area), and standardize the posting of the "military priority according to law" sign.

Fourth, take new measures to play the role of the main force of the railway. First, give full play to the advantages of the "meter" high-speed rail and increase the capacity of high-speed rail. Zhengzhou Bureau is attached to the 174 standard group motor car chassis, which will be fully put into operation during the peak passenger flow period in Spring Festival travel rush. Zhengzhou Bureau runs 450.5 pairs of high-speed trains, which greatly meets the needs of passenger flow. At the same time, in order to cope with the peak passenger flow, Zhengzhou Bureau plans to open 71 pairs of high-speed trains at night. The second is to improve the passenger ticketing experience. Strengthen the system capacity during peak hours, increase the functions of subscription notification and pre-filling ticket purchase information, and attract users to return to the official platform of 12306. The third is to further improve the measures to facilitate travel. Add convenient transfer channels to facilitate passengers’ joint travel. Optimize the information notification service, enrich the content of information notification service, increase the notification of abnormal situations such as train delay and shutdown, and expand the transmission range to all passengers; Further improve the construction of waiting charging facilities, add 126 free charging stations (piles) in the tube station, open the power supply facilities in the passenger rooms of ordinary speed trains and EMU trains, and equip the ordinary speed trains with at least two mobile charging treasures that meet the safety requirements during their stay in Spring Festival travel rush to meet the emergency charging needs of passengers on the way. The fourth is to further enhance the warm travel experience. According to the key passenger reservation service process, we will make reservations for key passengers accepted by the station bus site, the 12306 customer service hotline and network, and the "railway line code" to realize the closed-loop management of the whole process of online reservation and offline service. We will ensure the service for people who are suitable for aging and off-line, and maintain manual inquiry, manual guidance, manual handling, cash service, etc. in all places of passenger stations. The fifth is to further create a civilized travel environment. Expand the service scope of quiet car, and the number of trains that the group company serves as the "quiet car" EMU will be increased to 10, so that the silent service can benefit more passengers. The sixth is to further implement fare concessions. During the implementation of Spring Festival travel rush, the fare concessions will cover ordinary speed and bullet trains, temporary passengers and scheduled trains, reverse and forward trains, and further increase the fare concessions. The maximum discount range of ordinary speed trains is as low as 20%, and the maximum discount range of EMU fares is as low as 30%, further benefiting the people.

That’s all I’ll introduce. Thank you!

Gansu forced blood selling case: The blood bank involved forced minors to sell blood five years ago.

The gate of Wunan plasmapheresis station involved in the case was closed. The Paper Zhao Chongqiang

August 23, the summer heat. After an autumn rain, the city appearance of Wuwei is much clearer than before. However, the "case of forcing minors to sell blood" that has recently attracted national attention has not been settled.

Seven suspects involved in the case were arrested, and six others were prosecuted except one because he was under the age of criminal responsibility. Wuwei Wunan Lansheng Plasmapheresis Co., Ltd. (affiliated to Lanzhou Branch of China Biotechnology Co., Ltd., hereinafter referred to as Wunan Plasmapheresis Station) was also revoked by Gansu Provincial Health Planning Commission. All these seem to indicate that this vicious incident will come to an end.

However, a survey in The Paper (www.thepaper.cn) found that the number of underage students who were victimized may be far more than the seven identified by the police. The time for illegally collecting plasma at the plasma collection station in Wunan involved in the case may also be longer than that announced by the police from November 2013 to May 2014. However, the serious shortage of plasma and the chaotic supervision of apheresis stations in some areas are the background that can not be ignored in rethinking this case of threatening to sell blood.

Blood-selling network inside and outside campus

Judging from the situation announced by Wuwei police, the detection of this blood sale case that shocked the whole country was very accidental.

Dong Dexiang, the captain of the Second Brigade of Criminal Police of Liangzhou Branch of Wuwei City Public Security Bureau, disclosed that on May 19th this year, when investigating a case of robbery of students’ property, the Public Security Bureau of Liangzhou District of Wuwei City found clues that Zhang Moumou and others involved in the case forced others to sell blood.

On June 6, Liangzhou District Public Security Bureau officially filed a case for forced blood selling. On July 8, the case was listed as a case of supervising evil forces at the municipal level. On August 15th, it became a provincial case of supervising evil forces.

According to police investigation, from November 2013 to May 2014, Huang Dahong, deputy stationmaster of Wunan Plasma Collection Station, lured by the company’s introduction of 50 yuan prize for the first plasma donor, instructed Zhang Moumou to find a plasma donor. During this period, plasma of 10 impostors (7 of them were minors) was collected.

The case detected by the police is probably just the tip of the iceberg of illegal blood collection at Wunan plasmapheresis station.

On the afternoon of August 21st, Huang Xiaotian (pseudonym), who lives in the village next to Wunan plasmapheresis station, walked quickly through the path in front of Wunan plasmapheresis station. He never dared to pass through this road before the Wunan plasmapheresis station was closed. "Mom told me that someone nearby fished (caught) the child to draw blood."

This road is the shortest road between his home and school. In order to avoid those who "fish for children", Huang Xiaotian has to make a detour every day.

Huang Xiaotian, a 14-year-old junior high school student, has been training in the school these days. He told The Paper that when he was in the fifth grade of primary school, he found that some students in his class went to Wunan Plasma Collection Station to "sell blood". There are nearly 20 students he knows who are involved in "selling blood". In his primary school class, there are seven or eight people involved.

Huang Xiaotian recalled that most of these students who participated in "blood donation" were "fished out" for the first time. After discovering that this was also a way to get money, they went by themselves. Usually little or no money is given when it is fished for the first time, and more and more "rewards" are obtained as the number of trips increases. However, he didn’t know whether those who "fished for people" at the intersection had any connection with Zhang Moumou and others in the above-mentioned cases. He only knew that it was easier to get money by "introducing" others to "donate blood" than by himself, "just like pyramid selling".

Some parents and teachers also found pinholes in their arms, but they generally used "bitten by mosquitoes or vaccinated" to hide the sky. Huang Xiaotian also found that a classmate in his class still wore long sleeves and wrapped himself up even in summer. In a fight, the classmate was stripped of his clothes. After everyone saw the pinhole on his arm and asked what was going on, he confessed that he often "donated blood".

Convert the time, when Huang Xiaotian was in the fifth grade, it was from the second half of 2012 to the first half of 2013, which was much earlier than the November 2013 to May 2014 announced by the police.

The Paper found an adult plasma donor on the website of Wunan Plasma Collection Station. According to his memory, at least two years ago, every time he went to donate blood, he would see some students in school uniforms. However, he did not know which school these students came from and whether they were adults.

Some residents of the neighborhood opposite to Wunan plasmapheresis station also told The Paper that, especially on weekends, a group of students in school uniforms often walked out of Wunan plasmapheresis station, clutching their arms.

The Paper previously reported that Chen Yuhua (pseudonym) was lured to Wunan plasmapheresis station by Zhang Moumou and others in June and July 2013, and then escaped.

Several interviewed students told The Paper that some parents took their children to the local police station to report the case. When asking the Wunan police station for verification, Yang Binghao, the director of the institute, shirked the case on the grounds that it was under the control of the city’s criminal investigation team.

Paradoxically, according to the report of Western Business Daily in June 2013, in 2012, health supervision institutions at all levels in Gansu Province conducted 54 illegal blood collection and blood supply inspections on blood stations and apheresis plasma stations within their jurisdiction, and no illegal blood collection and blood supply behavior was found.

 "Hungry plasma"

The so-called "plasma collection alone" refers to separating the collected human blood by a centrifuge, taking away the plasma and then returning the red blood cells to the blood seller, so that they can recover their physical strength quickly. The plasma provided by the plasma collection station is not used for clinical blood transfusion, but used as raw materials for refining expensive drugs such as human albumin, globulin and platelet factor.

According to the statistics of the Ministry of Health, the annual basic demand for raw plasma for the production of blood products in China’s medical market is 8,000 tons-that is, only when the amount of blood products reaches 8,000 tons can the products meet the basic needs of domestic patients. In 2013, the annual pulp production in China was 4,979 tons, which was only half of the demand. Because healthy human plasma is the main raw material of blood products, it is no exaggeration to describe the blood products industry as "valuable without market" under the condition of limited plasma source.

An industry insider who did not want to be named believes that the serious shortage of plasma is the deep background of this incident. "There are more than 20 blood products enterprises (nationwide) and more than 100 plasma collection stations, each of which is short of (plasma)."

According to Wuwei police, in 2014, the Wunan plasmapheresis station involved in the case required each employee to develop 30 new plasma donors, and 300 yuan was awarded every month if the target was met. If the task was not completed, the bonus of 3,600 yuan for the whole year was deducted. In 2013, the task of the plasma station is to develop 20 people each.

Wuwei police did not disclose how other employees completed the task. The Paper found a QQ group named "Wunan Plasma Station". Several people in the group said that they were employees of Wunan Plasma Station, but when asked about "coercing underage blood sales" and "task indicators", everyone chose silence.

On August 22nd, The Paper saw that there were still people in the office building of Wunan plasmapheresis station. Someone looked out warily through the curtains. People in white coats called on the stairs at the back of the building, but there was no answer at the door.

According to public information, Wunan plasmapheresis station is one of the subsidiaries of Lanzhou Institute of Biological Products, which is affiliated to China Biotechnology Co., Ltd..

On the "China Blood Donation Network" sponsored by China Biotechnology Co., Ltd., The Paper found an article "Lanzhou Company held the 2013 deployment meeting of apheresis plasma".

According to the article, on the morning of February 28th, 2013, Lanzhou Company held the deployment meeting of plasma apheresis in 2013, and the heads of relevant departments introduced the plasma collection tasks formulated according to the plasma doubling plan of Sinopharm Zhongsheng in 2013 to the plasma apheresis stations, and issued the annual and monthly plans for plasma apheresis in 2013. The person in charge of each plasma collection station signed the 2013 plasma collection task book.

Yang Xiaoming, president and secretary of the Party Committee of China Biotechnology Co., Ltd., made a request at the company’s blood source management work conference in May 2012: "From 2012, it is necessary to ensure that the average annual pulp collection of each pulp station will increase by no less than 1 ton."

When The Paper asked people in the industry whether every blood product enterprise and apheresis plasma station have assessment tasks, he only vaguely responded that "everyone’s work will be assessed".

When The Paper asked the employees of several apheresis plasma stations whether there were any task indicators and reward and punishment measures similar to those of Wunan apheresis plasma station, they all denied that "Wuwei must be a case, which shamed our apheresis plasma station."

Lanzhou Institute of Biological Products Co., Ltd., which belongs to Wunan Plasma Collection Station, has not yet responded to the assessment task of Wunan Plasma Collection Station.

A blood station that is difficult to supervise

A few years ago, a similar thing happened in Wunan plasmapheresis station.

According to the Lanzhou Morning Post reported in March 2009, five local unemployed youths in Wuwei coerced 14 minors to go to Wunan plasmapheresis station to "donate blood" for three times in order to raise the Internet fee, and four of them (one at large) were convicted of "forcing others to sell blood" and sentenced to fixed-term imprisonment ranging from 4 to 6 years. However, the article does not mention whether the blood station bears legal responsibility.

Perhaps, the seeds of chaotic supervision were planted at that time.

Southern Weekend once reported that since the beginning of this century, the blood collection and supply system in China, which is the guarantee of raw materials for plasma products, has experienced an extremely chaotic stage. Commercial institutions and blood stations take profit as the sole purpose, and do not standardize blood collection, resulting in the spread of blood-borne diseases such as AIDS, hepatitis B and hepatitis C through blood transfusion and blood products, and the plasma that was originally used for saving lives has become a fatal "culprit".

The situation began to change fundamentally in 2006, and the government made up its mind to issue the "Work Plan on the Transformation of Plasma Collection Stations", requiring all domestic plasma collection stations to complete the restructuring task of separating from the management of the health department before December 31, 2006. In this process, a large number of unqualified plasma collection stations were shut down. The Plan sets a deadline for the transformation: December 31, 2006. However, there are many delays in operation in various places, but by the end of 2007 at the latest, the era of plasma collection stations attached to the government was over.

This policy undoubtedly played a strong and effective role in regulating the chaos in the industry at that time, but at the same time, the direct result was that in 2007, the national pulp production dropped sharply from more than 5,000 tons at the peak to 2,700 tons, and the production capacity of enterprises dropped sharply. According to the data on the website of the National Family Planning Commission, it was not until 2013 that the national pulp collection volume recovered to 4,979 tons-still less than 5,000 tons.

It is against this background that Wunan apheresis plasma station was established. On April 3, 2009, Gansu Legal Newspaper reported on Wunan apheresis plasma station. This report entitled "Insisting on scientific development and devoting to blood donation-Sidenotes on the work of Wunan apheresis plasma station" may be the only public report on Wunan apheresis plasma station at present.

According to the report, Wunan plasmapheresis station was established in March 2007 after institutional transformation, and passed the transformation acceptance of the station by the provincial health department in June 2007, and passed the evaluation acceptance of the provincial AIDS screening laboratory in October 2007.

The report also mentioned that there were 18 employees in Wunan plasmapheresis station at that time, including 13 health professionals and technicians, and all the 18 employees in the station obtained the employment certificates of the national blood collection and supply institutions.

Wuwei police did not announce when Huang Dahong, the deputy stationmaster of Wunan plasmapheresis station, was hired and whether he obtained a work permit.

On August 22nd, there were still people in the office of Wunan plasmapheresis station. People in white coats called on the stairs at the back of the building, but no one answered the door. The Paper Zhao Chongqiang

According to Article 46 of the Administrative Measures for Plasma Collection Stations, plasma collection stations shall report the collection of raw plasma to the health administrative department of the local people’s government at the county level every six months. However, when The Paper contacted the Wuwei Health Bureau affiliated to Wunan Plasma Station, the staff responded: "This is under the Lanzhou Institute of Biological Products, so it belongs to the provincial health department and does not belong to our management scope."

The office building of Wunan Town Government is separated from the Wunan plasmapheresis station by a wall. A staff member surnamed Liang said that they have no jurisdiction over the plasma station and have not found any illegal blood collection.

According to the report of Western Business Daily in July, 2007, Gansu Province will establish three supervision systems and measures for all plasma collection stations in the province according to the requirements of the Ministry of Health. However, has these supervision played a role? This question may not be answered until the case is heard.
