On the ridge of Mount Mozula in Bar, a port city in the south of Montenegro, 23 China-made 2.0 MW low-speed smart fans fly against the wind, setting off the beautiful coastline, which is spectacular.

This is the Mozulafeng Power Station with a total installed capacity of 46 MW. It is a new energy construction project jointly built by Shanghai Electric Power Co., Ltd., a subsidiary of China National Power Investment Group, and the Maltese government in a third-party market. The Mozula wind power project started in November 2017 and was put into trial operation on April 25 this year.

"It provides a guarantee for realizing stable power supply in the coastal areas of Montenegro"

Along the winding mountain path built by the project, the reporter and his party drove to the tall and straight fan, and the roar of the blades resounded through their ears.

"Baal citizens have long been accustomed to power cuts and blackouts, especially during the summer tourist season and peak electricity consumption, fans and air conditioners are all furnishings, which is very inconvenient." Dako Mijovic, a 51-year-old wind power station employee, told reporters that Montenegro’s domestic electricity supply has been insufficient for a long time, and it often needs to import electricity from Serbia, Macedonia, Albania and other countries. In 2017, Montenegro’s electricity imports accounted for about 32% of the total electricity consumption. "After the Mozula wind power project is officially put into operation, we will realize a stable supply of electricity."

According to the plan, the annual power generation of Mozula Wind Power Station accounts for 5% of the total power generation in Montenegro, which will mainly meet the power demand of the two cities of Bar and Urzini.

"The Mozula wind power station provides a guarantee for the stable power supply in the coastal areas of Montenegro, and wind power brings us tangible benefits." Montenegro’s Minister of Economy Dragica Seculici said.

In Montenegro, hydropower accounts for a large proportion of power supply, and there will be a shortage of power supply in many areas in the dry season. Dako Mijovic said, "The Mozulafeng Power Station is put into operation, which not only can guarantee power supply stably in the dry season, but also can sell the surplus power in the wet season."

"I have never seen such a big windmill before, and now it has become a charming landscape in our city of Bar. More importantly, it has freed us from the dilemma of power outages in summer, which is amazing. " Daamir Puccicic, a citizen of Baal, is grateful for the completion of the wind power station.

"After the official operation of Mozula Wind Power Station, it can reduce the emission of 3,000 tons of carbon dioxide for Montenegro every year, which is of great significance." Li Jianchao, the Chinese leader of the Mozula wind power project in Montenegro, introduced.

"China, Malta and Montenegro have achieved win-win cooperation in the energy field."

"This is Malta’s first wind power project to enter the European energy market. Through cooperation with Chinese enterprises, the visibility and international status of Maltese enterprises in the global market have been significantly improved." For Malta and Chinese enterprises to jointly build a third-party market, the Minister of Energy and Water Resources Management of Malta, Joe Metz, bluntly said that this is an important milestone.

In December 2014, Shanghai Electric Power Co., Ltd. signed an agreement with the Maltese government to carry out energy cooperation. The two sides first chose the Mozula wind power project. Combining their respective advantages, Shanghai Electric Power (Malta) Holdings Co., Ltd. and Malta Energy Co., Ltd. have their own strengths — — Malta is responsible for coordinating the cooperative relationship with the Montenegrin government, and Shanghai Electric Power is mainly responsible for financing and technical issues.

"Through years of friendly cooperation with Shanghai Electric Power, we have made substantial contributions to Malta’s stable power supply and economic growth, and established a friendship of mutual trust and mutual benefit." Kevin Kerchopp, Chairman of Malta Energy Co., Ltd. said, "With the support of China partners, Malta Energy Co., Ltd. has the opportunity to expand abroad, go abroad, turn the market into the European continent and become a regional operator in Europe."

"This is a win-win situation. The Mozula wind power project has achieved win-win cooperation between China, Malta and Montenegro in the energy field, and all parties involved have benefited. It is a successful case of China enterprises cooperating with Europe to develop third-party markets." Kevin keqiaopu said.

Joe Mitzi hopes that through the Mozula wind power project, Malaysia and China can carry out more cooperation in the future, and then create more reproducible management methods.

"Mozulafeng Power Station has become an industry benchmark and demonstration project"

"I feel proud to see the big fan rotating every day. It provides a steady stream of electricity for my hometown, and the rotating fan brings hope." Zoran Milosevic, an engineer at Mozula Wind Power Station, told reporters. The wind power station created nearly 500 local jobs during the construction stage, and many people stayed in the wind power station for a long time, and Zoran Milosevic was one of them. "In the project, we got professional skills training, learned advanced technical concepts and gained friendship with Chinese employees. I love this job."

"Montenegro is located at the junction of the Silk Road on land and at sea, and it is ‘ Belt and Road ’ Important countries along the route. Mozula’s wind power has injected new vitality into Montenegro’s economic and social development, and at the same time, it is just like a seed of hope, which makes the cooperation among the three countries in ‘ Belt and Road ’ Take root on the ground. " Belan, national coordinator of Montenegro’s "16+1" cooperation mechanism, said.

"The Mozula wind power project has a far-reaching impact on Montenegro’s economic and social development and has exerted considerable influence in Balkan countries." Sheng Baojie, general manager of Shanghai Electric Power (Malta) Holdings Co., Ltd. said, "We have brought China manufacturing, China standards and China investment to Europe, ‘ Win-win for the three countries ’ It is the basis of our cooperation. "

"This is a win-win innovation model, and all parties involved in Malta, Shanghai Electric Power and Montenegro benefit." Joe Metz said, "We have received invitations for new energy construction projects in many countries, including Albania, and Mozula Wind Power Station has become an industry benchmark and demonstration project."
