There seems to be no connection between the first two news items and the last one, but if you have heard the ins and outs of Taiwan Province’s Pinyin War, you may have some new knowledge about the origin between Taiwan Province and Chinese Pinyin.

Anyone who has been to Taiwan Province, or is familiar with Taiwan Province, knows that there are many pinyin systems in Taiwan Province, which are different from those in mainland China. The function of phonetic notation for Chinese characters is undertaken by phonetic symbols (that is, the system that looks a bit like Japanese katakana). The romanization of Chinese characters, Chinese Pinyin and Universal Pinyin are competing for who will undertake the function of Latin Chinese characters (that is, spelling Chinese characters with Latin letters). In particular, the contest between the latter two went beyond the linguistic category and rose to a political struggle, which caused widespread concern and heated discussion, so it was called "Pinyin War".

We are all familiar with Chinese Pinyin, so I won’t say much here. The Romance of Mandarin comes from the French Pinyin of Romance of Mandarin (commonly known as "Lao Guo Luo") formulated by the Preparatory Meeting for the Unification of Mandarin in 1926, and the compilers brought together many famous linguists such as Qian Xuantong, li jinxi, Zhao Yuanren and Lin Yutang. In 1928, Nanjing Kuomintang Government College published it as "Mandarin Phonetic Alphabet II", which was implemented simultaneously with phonetic alphabet. In 1986, Taiwan Province released the Second Form of Phonetic Symbols in Mandarin, commonly known as "New Country Luo". The universal pinyin scheme was first put forward in 1997 and was first used in Taipei City where Chen Shui-bian was the mayor in 1998. In 2002, the Ministry of Education of Taiwan Province adopted the "Chinese Pinyin System as Universal Pinyin", and replaced Chinese Pinyin with Universal Pinyin.

To tell the truth, Mandarin Roman and Universal Pinyin look similar to Chinese Pinyin, both of which use Latin letters, but there are differences in handling some problems, such as which letter to use to express some pronunciations, whether to add additional symbols, how to express Chinese tones, etc. For example, there is a Mucha area in Taipei, which is spelled "Muzha" in Chinese pinyin, "Mucha" in Roman characters and "Mujha" in common pinyin. Generally speaking, all countries or regions want to promote a standard spelling scheme, but different spellings often coexist in Taiwan Province for a long time.

The coexistence of various spelling schemes of Chinese characters is actually the result of political wrestling in Taiwan Province. Before the Chinese Pinyin Scheme was launched in mainland China in 1958, there were always many Latin schemes for Chinese characters in the Chinese character circle. However, after 1958, the spelling in mainland China was unified as Chinese Pinyin, while Taiwan Province, on the other side of the Taiwan Strait, still insisted on using Roman characters, the national language.

Even in Chinese Pinyin, which has been adopted by the United Nations Secretariat since 1979, it is used to transliterate the names and places of China in various Latin alphabets; Even though the International Organization for Standardization (ISO) stipulated in 1982 that Chinese Pinyin should be the international standard (ISO7098), Taiwan Province still used Roman characters to spell Chinese characters, and even released a set of "New Country Luo" which few people used. The competition between Roman characters in Mandarin and Chinese Pinyin may be regarded as a prelude to the Pinyin War.

About because Chinese Pinyin has gained more and more international recognition, due to the need of exchange of scientific, technological, cultural and academic materials, and in order to be in line with the world, in 1999, the administrative department of Taiwan Province authorities decided to adopt the Chinese Pinyin method in mainland China, and it was planned to make Chinese Pinyin a compulsory course for primary school students two years later.

If the story ends here, then the "Pinyin War" is also strangled in the cradle. It happened that in 2000, Chen Shui-bian came to power, implemented the "Taiwan independence" policy, and constantly "localized" and "de-China" in culture. In this context, the universal pinyin, which claims to be more suitable for spelling "Taiwanese Mandarin", has replaced the Chinese pinyin.

Such a move was fiercely criticized and resisted by all sides of the island, and the "Pinyin War" broke out. The main argument of the opponents in the debate is that the universal pinyin is not universal at all, and even it is difficult to pass in Taiwan Province, let alone meet the international standards. Although the official said that universal pinyin would not be enforced, counties and cities that can adopt "universal pinyin" can apply for huge subsidies, while those that adopt Chinese pinyin have no preferential policies. Despite this, some counties and cities do not buy it. For example, Taipei City, which once took the lead in universal Pinyin, insisted on using Chinese Pinyin.

Although the degree of cooperation among all parts of the island is not high, and the backlash from all walks of life has never been cut off, Taiwan Province officials have never given up their efforts to make universal pinyin "unify the world", and even prepared to make all place names adopt universal pinyin by the end of 2007. However, the situation suddenly changed in 2008, when Ma Ying-jeou became the leader of Taiwan Province region. On September 16th, the Ministry of Education of Taiwan Province decided to completely abandon the common pinyin and switch to the Chinese pinyin which is common with the mainland. The "Pinyin War" that lasted for many years finally came to an end.

Of course, although the war is over, there are still many battlefields to be cleaned. For example, in the past six years, the promotion of universal pinyin has left a lot of signboards, and it is naturally a large expenditure to replace them all. Therefore, it is inevitable that the two schemes will coexist for a long time.

Whether to use Chinese Pinyin or Universal Pinyin is originally just a linguistic question. It is not difficult to get an answer by comparing which scheme is more systematic, which scheme can accurately record and reflect Chinese pronunciation, which scheme is easier to teach and which scheme is more in line with international standards. In fact, Chinese pinyin and universal pinyin are roughly the same, with only a few differences. Linguists and users have their own judgment on which of the two schemes is better or worse. However, when Universal Pinyin was implemented, the two parties, the state and the pro-China, also criticized the Democratic Progressive Party authorities for "politics trumps professionalism and ideology overturns practicality". It is no wonder that when the relevant authorities in Taiwan Province decided to change the Chinese transliteration policy from "Universal Pinyin" to "Chinese Pinyin", the People’s Daily at that time was accompanied by an eight-word commentary: "A pragmatic move". Promoting social governance and urban organic renewal with the transformation of old residential areas

From the perspective of economic, social and urban development, one of the important backgrounds of the transformation of old urban communities is that China’s urbanization has entered the second half. In 2019, China’s urbanization rate has reached 60.60%, and the per capita GDP has exceeded 10,000 US dollars, which is higher than the average level of upper-middle-income countries. The process of urbanization in China has entered between the second turning point (urbanization rate is 50%) and the third turning point (urbanization rate is 70%), and the urban development has shifted from incremental expansion to the era of upgrading stocks. Urban governance needs to pay special attention to people’s livelihood issues and promote urban transformation and development.

The city is a living body, and urban renewal is an eternal topic. The renovation of old residential areas embodies the development idea of "making people more convenient, more comfortable and better in urban life". As early as the central city work conference held in 2015, the central government has proposed to speed up the transformation of old communities. The the Political Bureau of the Communist Party of China (CPC) Central Committee Conference held in July 2019 proposed to implement short-board projects such as the renovation of old urban communities, urban parking lots and the construction of urban and rural cold chain logistics facilities. The renovation of old residential areas has been accelerated.

According to the deployment, in 2020, the country plans to renovate 39,000 old urban communities, involving nearly 7 million residents, double the number in 2019, with the focus on residential areas completed before the end of 2000. This work has also become a new starting point for "stable investment" in urban and rural construction after the investment in shantytown renovation. The renovation of old residential areas can not only promote the organic renewal of the city, improve and upgrade the living environment of residents, but also create new investment and jobs, which is also of great significance to the current work of "six stabilities" and the implementation of "six guarantees".

At present, the year 2000 is generally used as the node to divide old communities and new communities. The residential quarters built before the end of 2000 generally have the demographic characteristics of "prominent aging phenomenon", the location characteristics of "adjacent to the old city center", the architectural entity characteristics of "five or six floors without elevators" and the social governance characteristics of "lack of property management". Therefore, there are housing safety problems, infrastructure problems, supporting services problems and community management problems in old residential areas that need to be solved.

Old residential areas have universal characteristics, and the reconstruction work needs to start with these universal characteristics and summarize the possible problems. The author believes that there are six main problems in the renovation of old residential areas: first, in community governance, residents’ cognition and demands for the renovation and upgrading of residential areas are different and difficult to coordinate; Second, in terms of updating hardware facilities, community supporting facilities are old, some facilities are lacking in functions, and some facilities even have hidden dangers; Third, the construction of public service facilities, land shortage and difficult to supplement; Fourth, in terms of standards and norms, relevant norms need to be further established and improved; Fifth, in the aspect of fund-raising, it is necessary to establish a fund mechanism that is reasonably shared by multiple subjects; Sixth, in terms of institutional mechanisms, relevant approvals need to strengthen coordination and cooperation.

The renovation of old residential areas needs system design, and the goal of "five modernizations" is clear: First, it is suitable for aging, including barrier-free design and installation of elevators; Second, greening, energy saving and consumption reduction, and integration with urban green development; Third, communization, promoting the leadership of party building and residents’ autonomy, and developing smart communities in governance; Fourth, the circle of life, including "15-minute life circle", "10-minute old people circle" and "5-minute children circle" and the construction of public charging piles and public laundry rooms; The fifth is human culture, which combines the transformation of old residential areas with the protection of local characteristics and the continuation of urban cultural context to promote urban organic renewal.

The renovation of old residential areas needs comprehensive planning, and the renovation objects and tasks can be classified. The renovation of old residential areas includes the following aspects: first, the renovation of single buildings to make them more solid and beautiful; The second is the transformation of residential environment, which makes residents’ life more quality; Third, all kinds of facilities are perfect, making residents’ lives more convenient; Fourth, the community management is perfect, which makes the community life more orderly.

According to this, the task of old residential area renovation can be divided into three categories: first, the basic category to meet the needs of safety and basic life, including municipal supporting infrastructure such as water, electricity and heating roads, and maintenance of public parts of buildings; The second is the improvement of life and convenience, including the improvement of residential environment and supporting facilities, the installation of elevators and the increase of parking facilities in conditional residential areas; The third is to improve the quality, which can be provided by the market, including the supply of community public service products, such as pension, nursery, health, etc. The provision of such public services must be based on the principle of adapting to local conditions and seeking truth from facts, and strive to provide residents with "menu-style" optional services.

The transformation of old residential areas needs the participation of social capital and the promotion of multi-subject and multi-source power. The executive meeting of the State Council held on April 14th this year proposed to establish a mechanism for the government, residents and social forces to share the reconstruction funds reasonably, with subsidies from the central government and special debts from local governments to encourage social capital to participate in the reconstruction operation. The transformation of old residential areas needs to solve the problem of "where does the funds come from", and it is necessary to establish a framework system of normalized maintenance and renewal funds.

Social governance must be innovated in the renovation of old residential areas. The transformation of old residential areas is an eternal theme in the process of urban development. Its core concept is to implement the people-centered development idea, the development concept of "innovation, coordination, green, openness and sharing" and the transformation principle of "seeking truth from facts and adapting to local conditions". As a livelihood project, the renovation of old residential areas must encourage the public to actively participate, listen to the opinions of all sectors of society in time, and form a good working atmosphere. Efforts should be made to solve the outstanding problems strongly reflected by the masses, so that the masses can have more sense of gain in the transformation of old residential areas. This process is bound to be a social governance process of mutual consultation, co-construction, co-governance and sharing.

In life, prepaid consumption generally exists in beauty salons, fitness, health care, laundry, retail and other industries. On the one hand, operators provide convenience for consumers, and consumers can enjoy preferential prices from merchants; On the other hand, operators can quickly increase the number of stable customers and quickly gather funds.

  In recent years, prepaid consumer disputes have gradually increased and become a hot spot of consumer disputes. In 2018, the province’s Consumer Protection Committee system accepted a total of 130,505 complaints, including 16,976 complaints about prepaid consumption, accounting for 13.01% of the total complaints. Jiangsu(Province)In 2018, the Provincial Consumer Protection Committee supported a total of 5 consumer lawsuits, all of which were prepaid consumer disputes, accounting for 100%.Some operators have hidden traps when providing goods or services, and the way of paying first and then consuming often puts consumers in a passive position, and it is impossible to predict the consistency and consistency of providing standard services. Even some operators run away after receiving the advance payment, which leads to mass incidents and affects social stability.

  The Regulations on the Protection of Consumers’ Rights and Interests in Jiangsu Province, which came into effect on July 1, 2017, clearly stipulates the scope of prepaid cards and the setting of time limit, and gives consumers the right to regret on the 15th. However, over the past year or so, disputes over prepaid cards still occur frequently.

  In order to protect the legitimate rights and interests of consumers, such as the right to know, the right to property safety, the right to claim compensation, and promote the healthy development of prepaid consumption mode, Jiangsu Consumer Protection Committee conducted a survey on prepaid consumption in Jiangsu Province around the theme of "Credit makes consumption more secure", deeply understood the current situation of prepaid consumption, analyzed the crux of the problem and put forward reasonable suggestions.

  First, the basic situation of investigation work

  The prepaid cards mentioned in this survey are all single-purpose prepaid cards, which are prepaid vouchers for operators to provide goods or services in advance, including physical cards with magnetic stripe cards, chip cards and paper coupons as carriers and virtual cards with passwords, serial codes, graphics and biometric information as carriers.   This survey adopts the combination of online questionnaire survey and offline observation survey, and obtains a total of 17,546 valid samples.

  Offline: An investigation team composed of volunteers made an investigation on 70 samples in Jiangsu Province, covering six cities in Jiangsu Province, including Nanjing, Changzhou, Nantong, Yancheng, Yangzhou and Xuzhou, and involving six industries, including beauty salons, fitness, health care, comprehensive retail, education and training, and laundry, where prepaid consumer disputes are frequent. A total of 70 valid samples were obtained from offline field experience, including 61 registered cards and 9 unregistered cards.

  Second, analysis of the survey results of prepaid card processing

  (1) Investigation on the basic situation of consumers: 85% of consumers have done prepaid cards, and the most involved fields are beauty salons, comprehensive retail and fitness industries.The online questionnaire survey shows that the proportion of male and female consumers participating in the survey is 60.8% and 39.2% respectively. 7.2% of consumers are under 18, 74.2% are between 18 and 40 years old, 17.9% are between 41 and 65 years old, and only 0.7% of consumers are over 65 years old. From the perspective of age distribution, the consumer groups are mainly young and middle-aged.

  Among online participants, 70.2% of consumers have handled it, 14.6% of consumers often handle it, 15.2% of consumers have never handled it, and nearly 85% of consumers have handled prepaid cards.

  Among them, 41.3% of consumers apply for a card because of the strong preferential treatment of merchants, 37.8% think it is convenient to settle accounts, 13% are embarrassed to refuse the promotion of merchants, and 7.8% of consumers choose to apply for a card for other reasons.

  From the point of view of the industries selected to handle the card, beauty salons (including beauty, manicure and haircut) and comprehensive retail (including department stores, supermarkets, grocery stores and convenience stores) are the most, followed by fitness, catering and education and training.

  (two) in the field experience, more than half of the operators’ advance payment exceeds the limit.

  According to the Regulations on the Protection of Consumers’ Rights and Interests in Jiangsu Province, if an operator issues a single-purpose prepaid card (including other advance receipts), the limit of a single registered card shall not exceed 5,000 yuan, and the limit of a single bearer card shall not exceed 1,000 yuan. Among them, individual industrial and commercial households need to issue single-use prepaid cards, and the single-page limit shall not exceed 1,000 yuan.

  However, the results of this survey show that many prepaid cards issued by operators have exceeded the limit. According to the online questionnaire survey data, after July 1, 2017, 42.2% of consumers said that they had paid less than 1000 yuan, 39.4% had paid 1,000-5,000 yuan, 14.3% had paid 5,001-10,000 yuan, and 4.1% had paid more than 10,000 yuan. 18.5% of consumers spend more than 5,000 yuan on prepaid card services.

  Among the prepaid cards with a single amount exceeding that of 1000 yuan, 74.1% of consumers said that the prepaid card was a registered card, and 25.9% of consumers were unregistered cards. That is to say, 25.9% of the consumption of bearer cards has exceeded the limit.

  In the off-line physical survey, 57.1% of the samples have the situation that the amount of advance payment exceeds the limit, among which the excess situation in beauty salons, health care and education and training industries is more serious, accounting for 32.5%, 22.5% and 17.5% respectively.

  (3) When handling prepaid cards, most operators will not take the initiative to sign consumption contracts with consumers.

  According to the Regulations on the Protection of Consumers’ Rights and Interests in Jiangsu Province, when an operator provides goods or services in the form of advance payment, it shall clearly agree with consumers on the quantity and quality, price or expenses, time limit and method of performance, safety precautions and risk warning, after-sales service, civil liability and other contents.

  In the online questionnaire survey, only 38.6% of the operators signed the consumption contract voluntarily when handling prepaid cards for consumers, 24% of the consumers asked to sign the contract voluntarily, and 37.4% did not sign the contract.

  In the field survey, when handling prepaid cards, only 20% of the samples signed contracts at the initiative of the operators and consumers, and 30% of the experience samples did not sign formal contracts, but registered the personal information of consumers.remain50% of the experience samples have not signed a contract.Agreement, also did not register consumer information..

  (4) The validity period of some prepaid cards is set.

  According to the Regulations on the Protection of Consumer Rights and Interests in Jiangsu Province, the validity period of prepaid cards shall not be set.

  In the online questionnaire survey, 50.3% of consumers have set the expiration date for prepaid cards, while 35.8% have not set the expiration date.

  According to the offline survey results, 27.1% of prepaid cards have a valid period, 60% of prepaid cards have no valid period, and 12.9% of them have a valid period, but the merchants verbally promise that consumers will not have a valid period when using them.

  In the online questionnaire survey, 63.5% of consumers said that the operators did not regularly publicize the total amount and usage of prepaid cards in their business premises, and 36.5% of consumers said that the operators regularly publicized the total amount and usage of prepaid cards in their business premises.

  Third, analysis of the investigation results of prepaid card withdrawal

  In 2018, the complaint data of prepaid consumption accepted by the Jiangsu Consumer Protection Committee system showed that the top three complaints about prepaid cards were that consumers were dissatisfied and asked to return their cards, businesses ran away, and consumers returned their cards for personal reasons.

  In the sample of the fitness industry in this survey, 90% of the merchants said that they could not return their cards, and suggested that the inspectors transfer the cards.   At present, there is a general overlord clause in prepaid consumer contracts, mainly because these contracts are unilaterally drawn up standard contracts, and consumers can only express their full agreement or disagreement, so there is no room for negotiation on the terms. According to the provisions of Article 40 of the Contract Law, if the party providing the format clause exempts its liability, aggravates the other party’s liability or excludes the other party’s main rights, the clause is invalid. Therefore, clauses such as "the final interpretation right belongs to the merchant", "the prepaid card is non-refundable, lost and not replenished" and "the contract cannot be terminated" are of course invalid, even if the consumer agrees, they will not be effective.

  Although some businesses have not terminated their services, they frequently change their business entities, which seriously affects consumer confidence. In 2016, Ms. Miao applied for a 50,000-yuan prepaid card at Kafan Yincheng Dongyuan Store. In 2018, the store was transferred to Jaeger-LeCoultre, which is still a beauty salon. Ms. Miao contacted Kafan Head Office and the store manager, and the other party said that if the card needs to be returned, the 30,000-yuan spent item will be deducted according to the original price, and the original price of the 30,000-yuan spent item has exceeded 50,000 yuan.   In the online questionnaire survey, 80.6% of consumers think it is very necessary to strengthen the management of prepaid card issuance, fund supervision and risk monitoring by improving laws and regulations, 13.8% of consumers think it is unnecessary, and 5.6% think it doesn’t matter. This result reflects that more than 80% of consumers hope to strengthen the market supervision of prepaid card consumption through the improvement of laws and regulations.

  Consumer protection Committee suggested

  The lack of laws and administrative regulations on single-use prepaid cards in China is far from solving the practical contradictions caused by single-use prepaid cards. At present, the management of single-use prepaid cards in Jiangsu is mainly based on the Administrative Measures for Single-use Commercial Prepaid Cards (Trial) issued by the Ministry of Commerce in 2012 (hereinafter referred to as the Administrative Measures) and the Jiangsu Consumer Protection Regulations (hereinafter referred to as the Consumer Protection Regulations) which came into effect on July 1, 2017.

  In view of the businesses found in this survey that have many problems involving overlord clauses and refuse to apply for prepaid card refunds without reason or obstacles, the Provincial Consumer Protection Committee will ask the operators to rectify within a time limit by means of interviews, etc., and those that are illegal will be handed over to relevant departments.

  Consumer tips

  Can impulse consumption be refunded?

  Case analysis: This case is a typical prepaid consumption dispute caused by setting the validity period. " Article 19 of the Measures for the Administration of Single-use Commercial Prepaid Cards stipulates: "A registered card shall not have a valid period; The validity period of bearer cards shall not be less than 3 years. Card issuing enterprises or card selling enterprises should provide supporting services such as activation and card replacement for bearer cards with a balance of funds beyond the validity period. " Therefore, when there is still a balance in the card, it is illegal for the operator to refuse to use it on the grounds of expiration, which is suspected of unjust enrichment.

  Consumer Tips: According to Consumer Protection Regulations, the validity period of prepaid cards may not be set. Even if the validity period of bearer cards is set according to Administrative Measures, operators are obliged to provide services such as extension and activation for bearer prepaid cards of consumers to ensure their normal use.

  Can I refund the "No Termination of Contract"?

Article 26 of China’s Consumer Protection Law also stipulates: "… … Operators shall not make unfair and unreasonable provisions to consumers, such as excluding or restricting consumers’ rights, lightening or exempting operators’ responsibilities, and aggravating consumers’ responsibilities, by means of format clauses, notices, life notices, store notices, etc. … … Format clauses, notices, statements, store notices, etc. contain the contents listed in the preceding paragraph, and their contents are invalid. " The fitness center deprives consumers of the right to terminate the contract in the form of standard clauses and overlord clauses, which obviously infringes on consumers’ fair trade rights and should be considered invalid.

  Consumer tip: "No termination of the contract" is the overlord clause, and consumers still have the right to terminate the contract. However, in the case of consumer default, the operator will charge a certain amount of liquidated damages and refund the card for the consumer.

  What if the merchant runs away?

  Since February 2018, consumers have continuously reported that a restaurant located in Sucheng District, Suqian City closed down without notifying the relevant cardholders to deal with the aftermath, resulting in consumers’ stored-value cards being unable to continue to be used, and consumers have no way to refund.

  Case analysis: The business operator in this case can’t fulfill the obligation of providing catering services as agreed, which infringes on the legitimate rights and interests of consumers, such as fair trading rights. According to Article 53 of China’s Consumer Protection Law, "If the business operator provides goods or services in advance, it shall provide them as agreed. If it is not provided in accordance with the agreement, it shall fulfill the agreement or refund the advance payment according to the requirements of the consumer. " The business operator shall refund the remaining money that has not been consumed according to the requirements of consumers.

  Consumer tips: when consumers find that businesses violate laws and regulations or have abnormal business conditions, they should consult or report to relevant departments in time; If the business suddenly closes down and cannot be contacted, and fraud is involved, it should be reported to the public security department in time.

How to implement the requirement of "accelerating the development of long-term rental housing" in the government work report?

Under the background of "housing without speculation", China’s long-term rental market has entered a fast lane of development.

From last year, the NPC and CPPCC first proposed "improving the long-term rental policy" and "standardizing the development of the long-term rental market" to this year’s "Government Work Report" clearly stated "accelerating the development of the long-term rental market", the change of this formulation released a clear signal that the long-term rental market has achieved significant development results in the past year and will become an important starting point for safeguarding people’s livelihood stability, promoting consumption growth, stabilizing the real estate market and promoting urbanization in the future.

Among them, especially the development of institutionalized long-term rental housing has become an important working idea for relevant departments to improve the construction of housing rental system and solve urban housing problems. This year’s "Government Work Report" emphasizes "accelerating development", which is more clear and directional, and also highlights the urgency. This is an important leap for the national government to change from cognition to recognition of the development of the housing rental industry, and will also guide and promote the housing rental industry to a high-quality development period.

Affordable rental housing and institutionalized long-term rental housing assume different development functions.

To vigorously develop the housing rental market, it is first clear that the important starting point is to develop rental housing with legal entities, which can be government organizations or enterprise operations, which will help the competent authorities to quickly improve the market management system and solve the problems of information asymmetry, lack of filing of housing and unstable lease period in individual landlords’ rental.

In the process of development, we should adhere to the idea of "policy-oriented and affordable rental housing" and "market-oriented and institutionalized long-term rental housing". With the gradual improvement of the housing rental system, the two should be gradually distinguished and play different functions.

As a kind of welfare policy, the main function of "policy and security rental housing" is to maintain and stabilize the healthy development of society, so it should play a "bottom-up" and "supplementary" role. And "market-oriented, institutionalized long-term rental" should gradually become the main force of the housing rental market, and it should be able to undertake the stock housing of "purchase type" and "own type" in the past to a great extent, so that these houses can return to their proper living attributes and truly produce the proper value of the housing. From this perspective, it is necessary to make market-oriented and institutionalized long-term rental housing the main body, and to cultivate and support specialized and large-scale housing rental enterprises, which is also the key to implementing "staying and not speculating". Only by hierarchical classification and orderly promotion can we comprehensively improve the supply level of rental housing and meet the diversified rental needs of different types of people.

The development experience of market economy has also proved many times that any industry must take the road of institutional development if it wants to establish a certain scale operation ability, and so does the housing rental industry. In this process, the government can give full play to its guiding and supporting role, keep the general direction of people’s livelihood and the general trend of the industry. We should take a more open and inclusive attitude towards market development, "delimit the red line and keep the bottom line" and give professional housing leasing enterprises more autonomy in order to maximize the efficiency of institutionalized management.

Encourage idle housing to be transformed and rented by specialized housing leasing enterprises.

Institutional long-term rental is an important development direction of housing rental industry. On the macro level, we should understand the significance of accelerating the development of long-term rental market from the perspective of the essence of socialist system and improving people’s livelihood during the 14 th Five-Year Plan period, and constantly improve the status of institutionalized long-term rental. At the micro level, professional housing leasing enterprises can establish the reputation of long-term operation, which can effectively unify the demands of both landlords and tenants. Institutionalized long-term rental can not only make tenants consume, choose and move in quickly, but also reduce the management cost of landlords and solve the problems of outdated facilities, aging decoration and mismatched apartment types between supply and demand.

However, in China’s major megacities, the proportion of institutionalized long-term rental is still relatively low, and the market statistics are less than 5%. There is still a lot of room for development and more policy encouragement is needed. The first is policy subsidies. Germany has a good experience for reference. The government subsidizes institutionalized long-term renting, which not only ensures that enterprises can hold houses for a long time and rent them for a long time, but also suppresses the rise of rents, and will not cause tenants to be driven away because it is difficult to pay rents. Combined with China’s national conditions, the National Development and Reform Commission and the Ministry of Housing and Urban-Rural Development can, in conjunction with local governments, select a number of representative and large-scale housing leasing enterprises to be included in the key support scope of the government, give them policy and financial support, and enable them to play a leading role in scale and undertake more functions to alleviate urban housing problems.

Secondly, it is necessary to increase the market share of institutionalized long-term rental housing in big cities, especially in places with large population inflow and large demand for rental housing. For example, in Beijing, for a long time in the past, urban development interacted with the "house-buying economy". At that time, many property buyers took a fancy to value-added space and bought houses in the suburbs of the city. With the acceleration of urbanization, the outward agglomeration of high-tech industrial zones has driven the inflow of talents, resulting in a large number of rental demand. Therefore, under the general tone of "living without speculation", in areas with large rental demand, individual landlords with idle houses should be encouraged to rent, especially entrusted to specialized housing rental enterprises. On the one hand, it can stabilize the fluctuation of rental market caused by demand growth, and play the role of institutionalized long-term rental to stabilize rents and stabilize the market; On the other hand, filing by enterprises facilitates the unified management of the government and can prevent the emergence of a "gray" zone of supervision.

Take measures to help the long-term rental market to be stable and far-reaching

"Accelerating the development of long-term rental market" is the key to meet the rigid demand for housing and form a healthy ecology of "rent" and "housing" in the next period.

For housing rental enterprises, first, they should be aware of their corporate social responsibilities with prudence, seek development based on the long term, and constantly provide higher quality residential products and life services. The second is to give full play to the role of institutionalized long-term rental, give full play to professional advantages in management, operation and efficiency, and contribute to the government’s "alleviating housing problems in big cities" quickly and efficiently. Third, large-scale representative enterprises should play a leading role, constantly expand their business boundaries based on leasing functions, and form an industrial matrix of "rental products, rental services, rental industry Internet, and rental living areas integration".

For the government, the first is to improve tax, financial and land support policies, inject "new kinetic energy" into the development of long-term rental housing, and accelerate the structural reform of housing supply side. Second, in the construction of urban leasing system, we should enhance the participation of housing leasing enterprises, so as to quickly improve the government-guided and market-oriented housing leasing system. The third is to advocate institutional development with an open attitude, so that institutions can give full play to the advantages of specialization, scale and service refinement, and help the housing leasing industry to be stable and far-reaching
