China Urban International Communication Forum is a platform for urban international communication and exchange jointly established by reference news newspaper and Xinhua News Agency News Information Center. It aims to implement the important requirements of the Party and the state on strengthening and improving international communication, innovate international communication methods, and provide intellectual support for telling the story of China city to the outside world.
Yuan Bingzhong, Vice President of Xinhua News Agency, Ni Qiang, Vice Governor of Hainan Province, Liu Zhenmin, former Deputy Secretary-General of the United Nations, and Yu Hongjun, former Deputy Minister of the International Department of the CPC Central Committee and special expert of Chinese People’s Political Consultative Conference’s talent pool for participating in politics and deliberation, attended the forum and delivered speeches.
In his speech, Yuan Bingzhong said that Xinhua News Agency has always attached importance to international communication work, including urban national communication. The second China City International Communication Forum, jointly organized by Reference News Newspaper, Xinhua News Agency News Information Center and Xinhua News Agency Hainan Branch, is another positive measure for Xinhua News Agency to help China city spread abroad. China city’s national biography is facing a new situation and new opportunities. We should stick to the position of Chinese culture and innovate the narrative of China city. Ni Qiang said that in recent years, Hainan actively disseminated and shared Hainan’s new experiences and achievements in the process of reform and opening up, relying on the annual meeting of Boao Forum for Asia, China International Consumer Goods Expo and Hainan Island International Film Festival. In July, 2021, Hainan and Xinhua News Agency jointly established Hainan Free Trade Port International Communication Studio to connect Xinhua News Agency’s international communication resources all over the world, and comprehensively enhance the accurate arrival of Hainan stories around the world.
In Liu Zhenmin’s view, China Urban International Communication Forum has undertaken an important historical mission. To become an effective platform to connect China with the world, the media, think tanks and China cities should make good use of this forum, fully communicate, discuss together, explore and innovate, and find better ways to enhance the international communication ability of China cities.
Yu Hongjun believes that city brand is an important carrier of national brand, and China city has great potential in telling the story of China. In this process, we should innovate the urban narrative, let the audience feel the temperature of the city from the perspective of listeners, and at the same time, we should broaden the channels of communication and welcome foreigners to become the narrators of China’s stories.

According to the research results of the forum —— Analysis Report on Overseas Influence of China Cities (2022), more and more China cities have become active practitioners of international communication, creating a good overseas image through foreign exchange activities and overseas communication, and their activities, contents and communication channels are all remarkable.
Some cities have built a relatively mature system of external communication and exchange, and created a multi-dimensional and three-dimensional overseas image of the city. Based on the report, the forum awarded Beijing, Shanghai, Shenzhen, Guangzhou, Chengdu, Wuhan, Hangzhou, Suzhou, Nanjing and Chongqing the title of "Pioneer City of International Communication Comprehensive Influence". Some cities pay attention to giving full play to their own advantages and highlighting the essence of urban culture in terms of foreign communication and communication, and perform well in individual dimensions or indicators. The forum selected five leading cities: Chengdu was awarded the title of "leading city in international communication", Wuhan was awarded the title of "leading city in international expression", Zhuhai was awarded the title of "leading city in business attraction", Changsha was awarded the title of "leading city in overseas social affinity" and Ningbo was awarded the title of "leading city in cultural tourism reputation".
In addition, cases in Chengdu, Wuhan, Shenyang, Guiyang, Qianhai, Yantai, Yancheng, Lianyungang, Zhongshan, Jingdezhen, Taicang and other places were awarded as "China City (District) International Communication Demonstration Cases" because of their innovative communication methods and outstanding characteristics.
The forum also awarded Yinchuan the title of "International Communication Potential City" and Jinan the title of "Overseas Media Concerned City".

Xia Xueping, President of China Cyberspace Research Institute, and Xu Bu, Secretary-General of the Supreme Leader’s Diplomatic Thought Research Center, Secretary of the Party Committee and President of China Institute of International Studies, commented on the Analysis Report on the Overseas Influence of China Cities (2022) at the forum and made suggestions on the international communication of cities.
Xia Xueping said that the Analysis Report on the Influence of Overseas Communication of China Cities (2022) takes the international communication of cities as the breakthrough point, and systematically analyzes the key elements of overseas influence of 40 cities in China, which provides detailed data support and vivid case reference for China megalopolis to describe overseas communication portraits, measure overseas communication space and carry out overseas communication practice, and provides new ideas and good reference for how to do international communication work well under the new situation.
Xu Bu suggested that we should further enhance the authority and practicality of the analysis report on China’s overseas influence, and put forward more targeted countermeasures and suggestions for the city.
At the forum, the heads of some city propaganda departments shared the experiences and practices of international communication.
Xu Hejian, deputy director of the Propaganda Department of Beijing Municipal Committee, introduced that Beijing has strengthened the interaction between supply and demand of international communication, and constantly improved the international communication level of cities in the new era by "face-to-face, key-to-key, and heart-to-heart", and won the first place in China in 2021 and 2022 as a pioneer city with comprehensive international communication influence.
Wu Jun, deputy director of the Propaganda Department of Shenzhen Municipal Committee, introduced that Shenzhen, with the implementation of the international communication action plan as the starting point, has formed a joint force from the government, society and individuals to achieve synchronization and parallelism, resonance at the same frequency, and cohesion in the same city. With the theme of comprehensive marketing of city image, it has carried out systematic publicity and promotion marketing of city business cards and told the story of Shenzhen in a comprehensive and panoramic way.
Peng Zhengang, deputy director of the Propaganda Department of Nanjing Municipal Committee, combined with specific work cases, shared three major problems in Nanjing: how to crack and play the peace card, how to enrich China’s discourse and China’s narrative, how to turn the city’s top IP into an effective resource for international communication, and how to strengthen network construction and improve communication efficiency through various channels.
On the afternoon of the same day, relevant experts and city representatives also held discussions on "innovating urban narrative, practicing the mission of cultural communication", "focusing on digital empowerment, exerting global all-media communication" and "enhancing consensus and empathy and improving the efficiency of international communication".
