Some policies and measures to support enterprises to resume work and production.

  In order to thoroughly implement the spirit of the important instructions of the Supreme Leader General Secretary on resolutely winning the epidemic prevention and control war, fully implement the decision-making arrangements of the CPC Central Committee, the State Council and the provincial party committee on epidemic prevention and control, and fully support and promote the resumption of work and production of various enterprises affected by the epidemic, the following policy measures are put forward.

  First, governments at all levels should further increase efforts to ensure that enterprises resume work and production.

  (1) Strengthen epidemic prevention guidelines.

  The province issued a series of guidelines for prevention and control of pneumonia in response to novel coronavirus infection, and municipal governments at or above the local level should strengthen the main responsibility, assign special personnel to guide enterprises to complete the preparations for resumption of work and production, and ensure that enterprises can resume work and production under the premise of reaching the epidemic prevention and control standards.

  (2) Implementing the conditions for returning to work.

  Refine the guarantee scheme for returning to work and production, and help enterprises coordinate and solve the problems of employees returning to work, especially professional and technical personnel returning to work, as well as the purchase of prevention and control materials such as masks, protective clothing, disinfection supplies and thermometers.

  (3) Make overall plans for protection.

  Support enterprises to do a good job in employee health management. Encourage large enterprises to set up centralized isolation points. Encourage all kinds of development zones above the provincial level (high-tech zones, economic development zones and industrial parks) to set up centralized isolation points by the administrative Committee. For small and medium-sized enterprises that do not have the conditions to set up centralized isolation by themselves, the local government will make centralized arrangements.

  (4) Broaden recruitment channels.

  Strengthen labor assistance and cooperation inside and outside the province, implement the service Commissioner system for key enterprises, accurately check and publish information on employment demand of enterprises, and promote online supply and demand matching and remote recruitment.

  Second, further reduce the labor costs of enterprises.

  (5) Reducing the burden of social insurance.

  For enterprises affected by the epidemic that cannot pay the endowment insurance, medical insurance (including maternity insurance), unemployment insurance, work-related injury insurance and housing accumulation fund on time, it is allowed to postpone the payment within three months after the epidemic is lifted; Payment of social insurance fees is exempted from late fees, and related benefits are enjoyed normally, which does not affect the record of individual rights and interests of the insured. We will continue to implement the policy of reducing unemployment insurance rates and industrial injury insurance rates in stages.

  (six) the implementation of unemployment insurance return.

  We will continue to return unemployment insurance premiums to enterprises that do not lay off employees or reduce their staff, and return them according to 50% of the total amount of unemployment insurance premiums actually paid by enterprises and their employees in the previous year. Encourage enterprises affected by the epidemic to negotiate with employees to stabilize their jobs by adjusting their salaries and taking turns to rest.

  (seven) the payment of subsidies to help enterprises stabilize their posts.

  The wages and benefits paid by enterprises during the period when employees receive treatment due to epidemic situation or are quarantined under medical observation shall be subsidized to enterprises according to 50% of the basic endowment insurance payment wage base of the employees, and the required funds shall be charged in the special award fund for structural adjustment of industrial enterprises. Encourage enterprises to organize employees (including labor dispatchers working in enterprises) to participate in online on-the-job vocational skills training and give subsidies according to regulations; Platform enterprises (e-commerce enterprises) and new business enterprises shall refer to the implementation.

  Third, further reduce the operating burden of enterprises

  (8) Reduce the tax burden of enterprises.

  During the period of epidemic prevention and control, enterprises are allowed to postpone the declaration and payment of taxes. For enterprises that meet the conditions of deferred tax payment, the tax payment period shall be extended for no more than three months according to law. For enterprises that do have difficulties in paying taxes, property tax and urban land use tax shall be reasonably reduced or exempted according to law. For "fixed-term quota" households, adjust the quota reasonably or simplify the closure procedures. Timely implement policies such as inclusive tax reduction for small and micro enterprises.

  (9) Reduce the rent burden of enterprises.

  State-owned assets business premises are exempt from the first month’s rent for private leased enterprises that are greatly affected by the epidemic and cannot operate normally, and the rent for the second and third months is charged by half; Encourage other property owners to appropriately reduce or exempt rents according to the actual situation. Enterprises that have been rent-free for more than two months will be given tax relief according to the number of rent-free months.

  (ten) increase financial support for technological transformation.

  Enterprises within the prescribed time limit through technological transformation to expand epidemic prevention and control urgently need to focus on allocating material production capacity or converting the above materials, and increase incentives for their qualified equipment purchases.

  (eleven) give play to the key role of state-owned enterprises.

  Large and medium-sized state-owned enterprises and leading enterprises in the industry have increased their support for small and medium-sized enterprises in the industrial chain in terms of payment recovery, raw material supply and project contracting, so as to promote the stable operation of the industrial chain. For small and medium-sized enterprises that have signed contracts with state-owned enterprises, if they are unable to fulfill their contractual obligations on time due to the epidemic, the contract performance period may be appropriately extended. State-owned enterprises should pay the relevant funds of small and medium-sized enterprises and private enterprises in full and on time in accordance with the contract, and shall not form new overdue arrears.

  Fourth, further increase financial support

  (12) Strengthen financial relief.

  Banking financial institutions are encouraged to extend loan repayment, extend loan renewal, reduce interest rates and reduce or exempt interest for enterprises greatly affected by the epidemic. The provincial SME financing service platform opened the SME epidemic response financial service area and the "green service channel", and coordinated the provincial special funds to support small and medium-sized enterprises, relying on the platform to provide discount and risk compensation services for loan enterprises. For enterprises that are greatly affected by the epidemic, it is not allowed to blindly lend, cut off loans or press loans. Sort out and determine the list of key enterprises for epidemic prevention in the province, and make full use of the national special refinancing policy.

  (thirteen) increase financial support.

  The provincial finance provides financial support for related enterprises to expand the production of key urgently needed equipment such as mask machines, protective clothing stickers, negative pressure ambulances and key and scarce parts. For the newly-increased loans in 2020 of key enterprises for epidemic prevention and control identified by the state and the province and other enterprises for health and epidemic prevention, pharmaceutical products and medical equipment that have played an outstanding role in supporting epidemic prevention and control (which are examined and confirmed by the provincial industrial and information departments in conjunction with the financial departments), the provincial finance will give a discount at 50% of the refinancing rate of the People’s Bank of China. Encourage governments at all levels to give appropriate subsidies to livestock and poultry aquaculture enterprises and leisure agricultural enterprises that are greatly affected by the epidemic. Encourage city and county finance to give key support such as loan discount and accounts receivable financing to small and medium-sized enterprises that are greatly affected by the epidemic, and the provincial finance will give appropriate subsidies. The guarantee loan for individual entrepreneurs or small and micro enterprises can be extended for one year as appropriate, and they will continue to enjoy financial discount support.

  (fourteen) to support enterprises to guarantee financing and lease financing.

  Cancel the counter-guarantee requirements of government financing guarantee institutions and re-guarantee institutions at all levels in the province, and the provincial financing re-guarantee companies will waive the guarantee fee for the financing guarantee business included in the support scope of the national financing guarantee fund, and the new financing guarantee rate of government financing guarantee companies at all levels for enterprises that are greatly affected by the epidemic will not exceed 1%. Financial leasing companies should adjust the repayment period and repayment methods of enterprises that are greatly affected by the epidemic, reduce or exempt the rental interest for no more than 6 months as appropriate, and waive the penalty interest on rent.

  (fifteen) optimize the enterprise microfinance service.

  With the approval of microfinance companies with excellent regulatory indicators, the financing leverage ratio can be relaxed to 5 times of net assets, and the upper limit of single-family loan balance can be raised to no more than 5% of the registered capital and no more than 10 million yuan. Encourage enterprises and individuals affected by the epidemic to reduce loan interest rates, postpone or extend loans for 1-3 months, exempt from penalty interest for 1-3 months, and increase credit loans and medium-and long-term loans.

  (sixteen) optimize the enterprise credit management.

  Enterprises that temporarily lose their sources of income due to the epidemic can submit their credit records according to the adjusted repayment arrangements. Local CCPIT should establish a "green channel" and issue factual certificates related to force majeure to foreign trade enterprises directly affected by the epidemic according to actual conditions.

  V further optimizing government services

  (seventeen) to strengthen the protection of project construction elements.

  For projects under construction and new construction such as epidemic prevention and control, energy supply, transportation and logistics, medical resources and ecological environment, priority should be given to ensuring resource indicators such as land use and forest use; For new non-profit medical places, the required construction land index shall be solved by the province as a whole; Create conditions to ensure the timely supply of steel, concrete, sand and other building materials necessary for project construction.

  (eighteen) improve the examination and approval work "through train" system.

  Establish a green channel for project approval, simplify the approval process and compress the approval time limit. Take network, video and other technical means to carry out project evaluation and review, and accelerate the preliminary work of the project. Relying on the online approval and supervision platform of investment projects in the province, the online processing of project approval without meeting is fully implemented.

  (nineteen) the establishment of epidemic prevention and control materials overseas procurement fast track.

  We will improve the rapid coordination mechanism for overseas procurement of epidemic prevention and control materials, set up a "green channel" for rapid customs clearance of imported prevention and control materials, and implement a convenient customs clearance policy for prevention and control materials that can provide certificates from competent authorities and involve special items without health and quarantine approval. Work modes such as "two-step declaration", "declare in advance" and "guaranteed release" shall be implemented for epidemic prevention and control treatment materials to ensure "zero delay" in customs clearance.

  (twenty) to strengthen the support of information services related to enterprises.

  Relying on the platform of "Guangdong Business Connect", timely release the policies and measures for benefiting enterprises during the epidemic prevention and control period, build a platform for enterprises to respond to their demands, promote the establishment of appeal response mechanisms in various places, and timely solve the outstanding problems faced by enterprises in the production and operation process.

  The implementation period of this policy is tentatively set as three months from the date of promulgation (if the implementation period of policies and measures has been clearly defined, it shall be implemented within the prescribed time limit). The central government issued relevant support policies, and our province followed them. Municipal governments at or above the local level and relevant provincial departments may formulate detailed implementation rules according to the actual situation, and increase efforts to help enterprises.
