On January 14th, the Ministry of Education issued the Opinions on Carrying out the Pilot Work of Enrollment Reform of Basic Subjects in Some Colleges and Universities. According to the Opinions, starting from 2020, some colleges and universities will carry out pilot enrollment reform in basic disciplines (also known as strong foundation plan), mainly to select and train students who are interested in serving the country’s major strategic needs and have excellent comprehensive quality or top-notch basic disciplines. From 2020, independent enrollment in colleges and universities will no longer be organized.
The independent enrollment of colleges and universities that has been implemented for 17 years has withdrawn from the historical stage, and the strong foundation plan has begun to be piloted. In 2003, the Ministry of Education carried out the reform of independent enrollment in colleges and universities, mainly selecting "students with academic expertise and innovative potential".
The strong foundation plan mainly selects "students who are interested in serving the country’s major strategic needs and have excellent comprehensive quality or top-notch basic disciplines". In the system design, two groups will be selected, the main body is students with excellent results in the college entrance examination and a few "eccentric talents" who have outstanding talents in a certain field.

Independent enrollment does not limit the scope of enrollment majors in colleges and universities. Influenced by public opinion and income ranking, many middle school students blindly pursue some popular majors with good prospects and quick results when facing the choice of majors.
Strong foundation plan highlights the supporting and leading role of basic disciplines, focuses on the strategic needs of the country for talents, and is arranged for enrollment by relevant universities in combination with their own school-running characteristics, focusing on mathematics, physics, chemistry, biology and history, philosophy, ancient philology and other related majors.

The shortlist for independent enrollment is mainly based on the application materials of candidates, and the method of lowering scores can be reduced to at least one line.
Qiangji plans to cancel competition certificates, papers, patents, etc. as assessment conditions for short-listed colleges and universities, and change the previous "low-grade admission" of independent enrollment into "multi-dimensional assessment and evaluation based on unified college entrance examination", and reorder and select the best candidates according to comprehensive scores. The assessment of colleges and universities is arranged after the results of the college entrance examination are released. At the same time, the Ministry of Education guides colleges and universities to actively explore the establishment of written tests and interviews based on ability tests to enhance the scientific selection of talents.
Specifically, for the first type of candidates, colleges and universities synthesize the comprehensive scores of candidates in proportion according to the results of the college entrance examination, the comprehensive assessment results of colleges and universities and the comprehensive quality evaluation. Among them, the proportion of the college entrance examination scores shall not be less than 85% in principle, and the candidates shall be admitted from high to low.
For the second type of candidates, colleges and universities shall formulate in advance the conditions for exceptional admission to colleges and universities and the methods and standards for exceptional admission, and announce them to the public. Organize experts to carry out strict examination on relevant candidates, and those who meet the admission criteria will be admitted after being examined and approved by the leading group of college admissions and reported to the provincial college admissions Committee where the students are located. In principle, the results of the college entrance examination of the candidates admitted shall not be lower than the minimum control scores of a batch of undergraduate admissions in various provinces (autonomous regions and municipalities) (the provinces that merge the admission batches shall separately delimit the corresponding scores).

The relevant colleges and universities have not made any special arrangements for the training methods of students enrolled independently.
Strong Foundation Plan: Make a separate training plan for students admitted through the strong foundation plan, and explore the establishment of this plan — Master — The training mode of integrating science and technology will promote the collaborative education of science and education, encourage national laboratories, state key laboratories, frontier science centers, integrated research platforms and collaborative innovation centers to attract these students to participate in project research, explore the establishment of a talent training mechanism combining major scientific research tasks, and actively transport high-quality reserve talents for key fields.
