The Request for Instructions on Examining the Preliminary Design (Revised Draft) of the Reconstruction and Extension Project of Xiahuang-Ailing Section in Heshan Town, S384 Provincial Highway (Hejiaozi [2022] No.2) and the preliminary design documents have been received.
On October 13th to 14th, 2021, our bureau held a preliminary design review meeting on the reconstruction and expansion project from Xiahuang to Ailing in Heshan Town, S384 provincial highway, and issued the review comments (Jiangjiao Infrastructure [2021] No.166, hereinafter referred to as "review comments"). Combined with the Review Opinions, the design unit revised the preliminary design documents. According to the construction scale, technical standards and investment estimation determined by Heshan Development and Reform Bureau’s Reply on the Project Establishment of Xiahuang-Ailing Section (K88+909 ~ K92+180) in Heshan Site Town of Provincial Highway S384 (Hefa Gaizi [2021] No.64, hereinafter referred to as "Work Permit Reply"), after research, the crane of provincial highway S384 is
I. Construction Scale and Technical Standards
(A) the scale of construction
The total length of the preliminary design route of the reconstruction and expansion project (K88+909 ~ K92+180) of Xiahuang-Ailing section in Heshan town of provincial highway S384 is 3.271km. 208.32m/4 medium and small bridges and 193m/7 culverts; The plane crosses 23 places.
(2) Technical standards
Adopt the technical standard of first-class highway, with two-way and four lanes. The main technical indicators are as follows:
1. Design load: Highway-Grade I;
2. Design speed: 60 km/h;
3. Subgrade width: 24.5m, with the same width as the bridge;
4. Pavement structure type: cement concrete;
5. Design flood frequency: 1/100;
6. Peak acceleration of ground motion: 0.05g.
Other technical indicators shall meet the requirements of Technical Standards for Highway Engineering (JTG B01—2014) issued by the Ministry of Transport.
Second, the engineering geological survey
In the preliminary design stage, the requirements of geological survey specifications are basically implemented, the survey method is reasonable, and the content and depth basically meet the needs of preliminary design.
(1) We should strengthen the comprehensive investigation of special rock and soil such as soft soil, high liquid limit soil and artificial fill and the investigation of pipelines along the line, supplement the in-situ test of soft soil, find out the distribution range and nature of bad geology and special rock and soil, and provide basis for engineering treatment scheme.
(2) We should strengthen the engineering geological mapping and drilling of cutting slopes, retaining structures, bridges and other road sections, improve the description of stratum occurrence and joint occurrence, check geotechnical parameters, and strengthen hydrogeological investigation to provide reliable basis for design.
(three) the engineering geological survey work should be comprehensive and accurate, and the design and engineering geological survey work should be effectively combined and closely linked.
Third, the route direction and route plan
(1) Route direction
The overall route of the project is east-west, starting from Xiahuang Village, connecting with the national highway G325, with the pile number K88+909, crossing the site mountains and rivers, passing through Jiaotang Village and Shanxia Village, and ending at the intersection of Yunxiang Ecological Park on the east side of Ailing Village, with the pile number K92+180, with a total length of 3.271 kilometers.
Upon examination, the route direction and main control points meet the requirements of the Work Permit Reply.
(2) Route plan
The preliminary design solicited the opinions of local governments and relevant departments along the line, and combined with the construction conditions along the line, such as topography, features, geology, hydrology, land acquisition and demolition, project cost, etc., the route scheme was fully studied and compared, and the recommended route scheme was adopted, and only local agricultural land was adjusted.
The starting and ending points of the project are clearly defined, and the recommended scheme is agreed in principle.
(3) Route design
Agree with the route design in principle. In the next stage, the horizontal and vertical alignment of the route should be further optimized and the project cost should be controlled reasonably. In the design, we should conscientiously implement the concept of eco-environmental protection design and the spirit of saving intensive land, occupy less cultivated land, and try our best to avoid and reduce large-scale house demolition.
Four, subgrade, pavement and drainage
(1) Agree with the subgrade cross-section type, design parameters and design principles for general subgrade and special subgrade treatment adopted in the preliminary design.
The standard subgrade is 24.5m wide and has four lanes in both directions. The transverse setting is: 0.75m soil shoulder +2.5m hard shoulder +2×3.75 carriageway +0.5m marginal strip +2m central green belt +0.5m marginal strip +2×3.75 carriageway +2.5m hard shoulder +0.75m soil shoulder = 24.5 m.
(2) Agree in principle to adopt the design scheme of cement concrete pavement for the whole line.
(3) Agree in principle to the drainage design scheme of subgrade and pavement, and determine the reasonable size of drainage structure in sections according to the regional climate characteristics, hydrological characteristics and sectional catchment area during the construction drawing design. Pay attention to and improve the design of drainage system, implement the concept of green and low carbon design, and adopt ecological drainage facilities as much as possible.
(4) Deepen the design of engineering treatment scheme for bad geological sections along the line in combination with detailed engineering geological survey and investigation data to ensure the safety and stability of subgrade.
(5) Subgrade slope protection should be based on the geological and hydrological conditions along the line, combined with the filling and excavation height and slope release rate. Under the premise of ensuring the stability and safety of the slope, ecological protection should be given priority to, and ecological retaining structures should be adopted as far as possible when conditions permit.
V. Bridges and Culverts
(1) The bridge clearance should be further verified according to the characteristics of rivers along the line and the grade of crossing roads (including planned roads), and the bridge scale should be reasonably controlled and the bridge span combination should be optimized in combination with the optimization and adjustment of the horizontal and vertical planes of the route, and the standardization results of expressway design in our province should be actively adopted.
(2) The 30-meter-span prestressed small box girder is agreed in principle for all bridges.
(3) Agree in principle to the design scheme of medium and small bridges and culverts along the line. In the next stage, we should carefully check the layout, aperture and quantity of medium and small bridges and culverts according to the optimization and adjustment of the horizontal and vertical planes of the route and the needs of flood drainage and irrigation.
Six, route crossing
Agree in principle with the route crossing design scheme. This project intersects with G325 trunk highway, so the design of traffic safety facilities should be strengthened.
VII. Environmental protection
(1) Agree in principle to the design of environmental protection scheme.
(2) In the next stage, measures to prevent soil erosion should be strengthened, and the drainage and protection design of the borrow (abandoned) soil field should be improved.
(3) The greening design should follow the principles of simplicity, economy and rationality, make full use of local plants, highlight the natural landscape and realize the integration of landscape and road.
Eight, traffic engineering and facilities along the line
(1) Agree in principle with the design principles and schemes of safety facilities.
(2) In the next stage, the investigation of pipelines along the line should be strengthened, and the relocation location of pipelines should be reasonably determined and reserved. For pipelines that cannot be relocated, engineering measures should be considered to protect them in combination with the requirements of related industries.
Nine, the design budget
The preliminary design budget is compiled according to the Ministry of Transport’s Measures for Budget Preparation of Highway Engineering Capital Construction Projects (JTG 3820—2018) and the provisions of the Provincial Department of Transportation on cost management. The main expenses are as follows:
(1) The approved construction and installation project cost is 87.65 million yuan.
(two) the approved land use and demolition compensation fee of 21.8934 million yuan.
(3) Other expenses of the approved project construction are 5,787,200 yuan.
(4) The approved reserve fund is 5,766,500 yuan.
The preliminary design estimate of the reconstruction and expansion project (K88+909 ~ K92+180) of the Xiahuang-Ailing section of Heshan Site Town of S384 Provincial Highway is 121,097,100 yuan (see the review and comparison table for details), and the average basic cost per kilometer is about 37.02 million yuan. The estimated total cost is controlled within the approved estimate of 121,786,700 yuan, and the cost control is reasonable.
X. Others
(1) Please ask your bureau to urge the project construction unit to report to our bureau the construction management organization, management personnel and management system stationed at the project site according to the requirements of Several Opinions on Further Strengthening the Management of Highway Project Construction Units (Jiao Highway Fa [2011] No.438). The construction unit should implement the modern project management concept of "five modernizations" and speed up the improvement and establishment of the construction management team.
(two) please strengthen communication and coordination with relevant units, strictly implement the basic construction procedures, pay close attention to organizing the preparation of construction drawing design, ensure the design quality, and strictly manage the project quality and cost. After the completion of the construction drawing design, report to our bureau for review.
(3) During the implementation of the project, the management of design change should be further strengthened in strict accordance with the relevant provisions of the management of design change and the provisions of Several Opinions on Further Strengthening Highway Survey and Design Work issued by the Ministry of Transport (Jiaogongfa [2011] No.504), and the design change procedures should be handled in time according to the regulations. Design changes (including design change applications) that have not been examined and approved shall not be implemented (except for emergency rescue projects or special provisions).
(4) Please pay close attention to organizing and carrying out the follow-up infrastructure management work according to the provisions of Guangdong Traffic Regulations [2018] No.128 of the Provincial Department of Transportation and the relevant regulations of the state, the Ministry of Transport and the province. We should pay close attention to all the preparations before construction, handle all the formalities such as examination and approval of overall land use materials in time, strengthen supervision and management in the construction process, and ensure the quality and safety of the project. Do a good job in environmental protection and soil and water conservation.
