Current key work arrangements for government information disclosure
Since 2012, all regions and departments have actively promoted information disclosure in key areas in accordance with the State Council’s deployment on government information disclosure, which has promoted the comprehensive and in-depth development of government information disclosure and made new steps in responding to public concerns and effectively ensuring people’s access to government information according to law. At present, all sectors of society are highly concerned about the government information disclosure, and some important tasks deployed by this government have put forward clear requirements for strengthening the relevant information disclosure. In order to thoroughly implement the "Regulations on the Openness of Government Information in People’s Republic of China (PRC)" (hereinafter referred to as the "Regulations") and the work deployment of the State Council, the following arrangements are made for the current key work of government information disclosure:
First, vigorously promote information disclosure in key areas
(a) to promote the disclosure of administrative examination and approval information. Strengthen the disclosure of information on the adjustment of administrative examination and approval items, focusing on investment approval, production and business activities approval, qualification licensing, industrial and commercial registration approval, etc., and timely disclose the information on administrative examination and approval items that have been cancelled, decentralized and changed by implementing organs. Promote the examination and approval process and the disclosure of the results, focusing on the examination and approval process and the disclosure of the examination and approval results of administrative examination and approval projects that involve the vital interests of the people and need to be widely known or participated by the public. Promote the disclosure of administrative licensing information, including licensing matters, basis, conditions, quantity, procedures, deadlines and a list of all materials that need to be submitted when applying, focusing on the information disclosure of administrative licensing. (two) to promote the financial budget and the "three public" funds. While continuing to do a good job in the disclosure of final accounts of financial budget and departmental budget, we should further increase the disclosure of "three public" funds, state-owned capital operating budget and financial audit information. First, efforts will be made to promote the disclosure of the "three public" funds. On the basis of the work in 2012, in 2013, it is necessary to further clarify the "three public" funds of the central departments, and the central departments with the increase in the total final accounts and sub-items of the "three public" funds should specify the reasons for the increase. Refine the budget preparation of the central department in 2014, and disclose the purchase and operation expenses of official vehicles into purchase expenses and operation expenses. The governments of all provinces (autonomous regions and municipalities) should fully disclose the "three public" funds at the provincial level, and guide and urge the governments below the provincial level to speed up the pace of "three public" funds disclosure, so as to realize the full disclosure of "three public" funds by the municipal and county governments nationwide before 2015. The second is to promote the openness of the state-owned capital operating budget. The central state-owned capital operating expenditure budget should be further detailed and disclosed to item-level subjects on the basis of the disclosure by item-level subjects in 2012. The third is to promote the disclosure of financial audit information. On the basis of continuing to do a good job in publicizing the problems found in the implementation of the central budget and other financial revenue and expenditure audits, all departments and units should take the initiative to publicly rectify the situation and further enhance the transparency and comprehensiveness of the disclosure of the implementation of the central budget and the audit of financial revenue and expenditure. (3) Promoting information disclosure of affordable housing. Further promote the construction, distribution and exit information disclosure of affordable housing projects. Based on the work in 2012, in 2013, all municipal and county governments should disclose the construction, distribution and withdrawal information of affordable housing projects as required. Cities above the prefecture level should promptly disclose the policies, measures and implementation of bringing migrant workers into the scope of local housing security. (4) Promoting the disclosure of food and drug safety information. Do a good job in information disclosure on hot issues of food and drug safety, timely, objectively and accurately release relevant information, and simultaneously announce the treatment measures and progress that have been taken. Intensify the disclosure of government information such as food and drug administrative examination and approval, law enforcement inspection, case handling, and smuggling, and establish a "blacklist" disclosure system for food and drug illegal enterprises. Do a good job in the disclosure of information on key rectification work, and disclose relevant information on key rectification around issues of special concern to the public such as infant formula milk powder, dairy products and health food. (5) Promoting the disclosure of environmental protection information. The first is to promote the disclosure of air quality and water quality environmental information. Expand the number of cities that disclose the monitoring information of new air quality standards such as fine particulate matter (PM2.5) and ozone. On the basis of continuing to release the monitoring information of 74 cities at present, 116 cities will disclose the monitoring information of new air quality standards and announce the air quality rankings of key cities. Continue to do a good job in the disclosure of information such as water quality data of key river basins and automatic monitoring data of surface water quality, and increase the disclosure of information such as water quality status of centralized drinking water sources. The second is to promote the disclosure of information on environmental impact assessment of construction projects. The competent department should clarify the relevant requirements and guide the national environmental protection departments to make the whole process of EIA acceptance, approval and acceptance public. The third is to promote the disclosure of information on environmental pollution control policies and measures and governance effects. Increase the information disclosure of local government’s environmental pollution control policies and measures, timely disclose the environmental supervision information of pollutant discharge units, and urge pollutant discharge units to disclose the pollution control effect. Compulsory disclosure of environmental information of enterprises in heavily polluting industries. The fourth is to promote the disclosure of emission reduction information. Continue to do a good job in the disclosure of information on the construction and progress of key emission reduction projects, strengthen the disclosure of information on the discharge of major pollutants nationwide, and timely release the verification results of total emission reduction. (six) to promote the disclosure of production safety information. Governments at all levels are responsible for handling production safety accidents, and information disclosure should be further strengthened. The first is to strengthen the investigation and handling of information disclosure. In addition to the contents that should be kept confidential according to law, on the basis of continuing to do a good job in the disclosure of investigation reports of particularly serious accidents, we will focus on promoting the disclosure of investigation reports of major accidents, and further improve the disclosure ratio of investigation results and investigation reports of major accidents. In 2014, it is necessary to make the investigation report of major accidents fully public. The second is to increase the information disclosure of production safety accidents. The relevant local people’s governments responsible for organizing accident handling and rescue shall timely and accurately release information on the progress of emergency rescue of production safety accidents handled by the governments at the corresponding levels. The third is to increase the early warning of safety production and the disclosure of preventive information. Timely release natural disaster risk information and major hidden danger early warning information that may cause accidents and disasters, and strive to improve the timeliness of information release. (seven) to promote the price and charge information disclosure. While continuing to do a good job in the disclosure of government-managed prices and administrative fees adjustment information, we should further increase the disclosure of prices and fees information. First, efforts should be made to publicize the catalogue of government pricing and the catalogue of administrative fees. Strengthen the disclosure of national and central departments and units’ administrative fees, and urge local governments to fully disclose the local government pricing catalogue and administrative fees catalogue. The second is to increase the disclosure of price and fee supervision information. Focus on doing a good job in the disclosure of price and charge supervision information involving education, transportation, farmers’ burden, medical care, real estate market, tourism market and other areas of people’s livelihood, and timely announce the investigation and handling of price violations that have great social impact and strong public response. (The Development and Reform Commission and the Ministry of Finance shall take the lead in implementation according to the division of responsibilities)
(eight) to promote the information disclosure of land acquisition and demolition. The first is to promote the disclosure of land acquisition information. On the basis of informing, confirming and hearing the land requisition before approval, announcing the land requisition after approval, registering the land requisition compensation and announcing the land requisition compensation and resettlement scheme according to laws and regulations, we will focus on the land requisition information inquiry system to facilitate the public to inquire about the land requisition reply, scope, compensation and resettlement and other related information. The second is to further strengthen the disclosure of housing expropriation and compensation information. On the basis of continuing to do a good job in the information disclosure of housing expropriation compensation scheme, compensation standards and compensation results, we will focus on publishing the housing expropriation decision, subsidy and reward policies and standards within the scope of expropriation, publishing the survey results, preliminary evaluation results and compensation information of housing expropriation to the expropriated people within the scope of expropriation, and implementing the sunshine expropriation. (nine) to promote the information disclosure of public enterprises and institutions focusing on education. First, further expand the disclosure scope of college enrollment information. Focus on strengthening the publicity of relevant policies and information such as recruiting students who walk, candidates with independent selection and admission qualifications, high-level athletes, and art specialties, and increase the publicity of candidates’ qualifications and admission results. The second is to increase the disclosure of financial information in colleges and universities. Promote the disclosure of budget and final accounts information in colleges and universities, and refine the disclosure to item-level subjects. The third is to gradually expand the scope of information disclosure of public enterprises and institutions. Focus on promoting the research work of information disclosure in medical and health institutions, scientific research institutions, cultural institutions and state-owned enterprises. (The Ministry of Education, the Health and Family Planning Commission, the Ministry of Science and Technology, the Ministry of Culture and the State-owned Assets Supervision and Administration Commission respectively take the lead in implementation)
All localities and departments in promoting the above-mentioned key work, should be closely combined with the full implementation of the "Regulations", and promote the in-depth, standardized and orderly development of government information disclosure. First, further standardize and deepen the active disclosure work. All information that should be made public and can be made public as stipulated in the Regulations should be made public in a timely and active manner. For the newly produced government information, it is necessary to clarify the public attributes in a timely manner according to the law and regulations, and make it as open as possible. For the government information formed before the implementation of the Regulations but not handed over to the National Archives, we should focus on the normative documents that are still valid at present, conduct a comprehensive clean-up, and do a good job in publicity step by step. The second is to do a good job of disclosure according to the law and regulations. Actively and steadily carry out disclosure by application, make efforts to coordinate and handle applications involving people’s livelihood, multiple regions and multiple departments, strengthen research on complex and difficult issues in disclosure by application, promote the improvement and perfection of relevant systems, and better meet the special needs of citizens, legal persons or other organizations for government information. The third is to strengthen system construction. All regions and departments should strengthen the construction of the statistical system for government information disclosure, establish and improve the work evaluation mechanism, strengthen the work evaluation, expand public participation, and gradually realize the scientific, standardized and normalized information disclosure in key areas.
Second, strive to improve the effectiveness of publicity
The disclosure of government information is an inherent requirement of modern government, and it is an important measure to promote administration according to law, build a sunny government and enhance the credibility of the government. All regions and departments should more consciously put the government information disclosure work on an important agenda, focus on promoting the government information disclosure, enhancing the publicity effect and enhancing the government’s credibility, and do a thorough and meticulous job.
(1) Refine tasks and strengthen implementation. All localities and departments shall, in accordance with the above-mentioned key work arrangements, assign special personnel to be responsible for the division of labor, do a good job in the deployment of work, and implement the key public work to specific departments and units, so as to make the responsibilities clear and facilitate inspection. The lead departments of all key tasks should make detailed decomposition of the lead tasks, clarify specific requirements, formulate implementation measures, and strengthen work guidance; Other departments involved should cooperate closely to ensure that the public work is put in place as required. For the implementation is not in place, the lead department should carry out informed criticism, and urge the correction.
(2) Standardize information release and do a good job in interpretation. According to the spirit of the "Regulations" and relevant documents, administrative organs at all levels should do a good job in information disclosure according to the principle of who is open, who is responsible for information review, who is open and who is responsible for solving doubts and doubts. Governments at all levels and their departments shall, before disclosing information, conduct confidential review of the information to be disclosed according to laws and regulations and procedures; To release important government information, it is necessary to do a good job of in-depth interpretation. After publicity, it is necessary to closely track public opinions, timely and accurately release authoritative information in case of doubt, and do a good job in responding to public concerns.
(3) Strengthen the construction of platforms and channels. We should give full play to the role of government websites, government bulletins, press conferences, newspapers, radio, television and government affairs Weibo in disseminating government information, so as to ensure that the public can know and effectively obtain open government information in time. Further strengthen the construction of government websites, spokesperson system and government hotline, fully rely on these platforms, display public information, answer public inquiries, respond to public concerns, and improve the effectiveness of government information disclosure.
(4) Strengthen training and improve ability. Governments at all levels should strengthen the training of government information disclosure for staff at different levels according to the actual needs of work, and gradually expand the scope of training. The relevant authorities in the State Council should list the government information disclosure as an important part of civil servant training, and gradually popularize the concept and basic knowledge of government information disclosure. Local governments at all levels and relevant departments should strengthen job training by holding training courses and training on behalf of the meeting, and constantly improve the ability of government staff to do a good job in government information disclosure.
Please lead the key work departments to report the relevant work to the State Council General Office before the end of 2013.
