Yesterday, Xie Fuzhan, who was "airborne" in Henan for three years by the central government, officially succeeded Guo Gengmao as the secretary of the Henan Provincial Party Committee. Chen Runer, who has been deputy secretary of the provincial party committee for nearly three years from Hunan to Heilongjiang, became deputy secretary of the Henan provincial party committee.
The official career began at the State Council Development Research Center.
On March 26th, a meeting of leading cadres was held in Henan Province. At the meeting, Jiang Xinzhi, vice minister of the Central Organization Department, announced the central decision: Xie Fuzhan was appointed secretary of the Henan Provincial Party Committee, and Guo Gengmao no longer served as secretary, standing committee member and member of the Henan Provincial Party Committee; Chen Runer is a member, standing committee member and deputy secretary of Henan Provincial Committee. Jiang Xinzhi said that this adjustment was decided by the central government from the overall situation, according to the needs of work and the actual construction of leading bodies in Henan Province, after comprehensive consideration and careful study. It is reported that Guo Gengmao no longer holds the post of secretary of the provincial party committee due to his age. Guo Gengmao is 66 years old, which is in line with the practice of the departure age of ministerial leaders.
According to the official resume, Xie Fuzhan was born in August 1954 in Tianmen, Hubei Province. He studied in the Computer Department of Huazhong Institute of Technology and graduated with a master’s degree in industrial automation from the Institute of Mechanical Science of the Ministry of Machinery Industry.
In 1990s, Xie Fuzhan worked in the State Council Development Research Center for a long time, and his career began here. In the meantime, he went to Princeton University as a visiting scholar. In 1995, Xie Fuzhan became the director of the General Office of the State Council Development Research Center and became a bureau-level cadre. From 1999 to 2006, Xie Fuzhan served as the deputy director of the State Council Development Research Center.
During his stay in the State Council Development Research Center, Xie Fuzhan won many national awards. In 1996, he won the second prize of the National Science and Technology Progress Award, and in 1991 and 2001, he won the Sun Yefang Economic Science Award respectively. The Sun Yefang Prize in Economic Science is by far the highest prize in China economics.
Former director of statistics bureau approved agricultural data fraud
In 2006, Xie Fuzhan became the director of the National Bureau of Statistics. In this position, he spoke on China’s trade surplus, income distribution structure, GDP accounting and other issues.
He has disclosed that in some places, agricultural census data must be connected with historical data, close to annual data, and even fabricated data out of thin air. He said that it is absolutely not allowed to fabricate or tamper with census data for the purpose of completing assessment indicators and connecting with historical data.
谢伏瞻当时还透露，统计工作在GDP核算、能源统计、服务业统计、劳动力流通统计、失业统计、房地产价格统计等方面仍然存在许多问题和矛盾，并要求完善统计管理体制，改革统计调查制度，加强统计法制建设、信息化建设和队伍建设。
从“首席智囊”到地方大员
2008年开始，谢伏瞻出任国务院研究室主任、党组书记，同时担任国家信息化领导小组成员、国家应对气候变化及节能减排工作领导小组成员。
国务院研究室承担的是综合性政策研究和决策咨询任务，为国务院主要领导同志服务。谢伏瞻在这一“首席智囊”职位上工作5年后，于2013年3月“空降”河南出任省委副书记，同年4月任省长。
今年全国“两会”期间，在人民大会堂参加河南代表团审议时，谢伏瞻提出多项建议，以切实有效的举措支持中部地区崛起；进一步巩固农业基础地位；加大对贫困人口多的地区财政转移支付；充分发挥河南根亲文化优势，将黄帝故里拜祖大典上升到国家层面。
与其他代表不同，谢伏瞻在天安门广场下车前往人民大会堂的间隙，还登上了“两会”期间接送代表的郑州宇通新型客车，鼓励企业加强创新。
